The Faculty of Social and Political Sciences of Universitas Negeri Semarang is committed to realizing a Corruption-Free Area (WBK) and a Clean and Serving Bureaucratic Area (WBBM) within Universitas Negeri Semarang.

INTEGRITY ZONE

  1. What is the Integrity Zone?
    Zone of Integrity (ZI) is a title given to government agencies whose leaders and staff are committed to realizing a corruption-free area (WBK) and a clean and serving bureaucratic area (WBBM) through bureaucratic reform, especially in terms of preventing corruption and improving the quality of public services.
  2. What is a corruption-free area?
    Free from Corruption Area (WBK) is a title given to a work unit that fulfills most of the management of change, structuring management, structuring the HR management system, strengthening supervision, and strengthening performance accountability.

  3. What is a Clean and Serving Bureaucratic Area?
    Clean and Serving Bureaucratic Area (WBBM) is a title given to a work unit that fulfills most of the management of change, structuring management, structuring the HR management system, strengthening supervision, strengthening performance accountability, and strengthening the quality of public services.

  4. Where is the integrity zone at UNNES?
    In 2023, all institutions at UNNES will have implemented a Corruption-Free Area Integrity Zone and a Clean and Serving Bureaucratic Area. It is hoped that the public will get excellent service from the UNNES academic community.

  5. Why did FISIP UNNES participate in the Integrity Zone program?
    By implementing the Integrity Zone program, FISIP UNNES also supports bureaucratic reform in government institutions, especially within the Ministry of Education and Culture. Not only UNNES participated, but also several major universities in Indonesia. The integrity zone is useful so that institutions are always better at providing quality services to the public and are more transparent and accountable.

  6. Is this a new program from the Ministry of Education and Culture? When was it launched at UNNES?
    No. At the Ministry of Education and Culture, there have been several tertiary institutions that have received WBK or WBBM predicates since 2017. FISIP UNNES was proclaimed an integrity zone in 2023, marked by the signing of integrity facts by the Chancellor and Dean of FISIP UNNES.

  7. How can an integrity zone area get the WBK or WBBM title?
    An integrity zone area first tries to get the WBK predicate and then can “grade up” to get the WBBM predicate. WBK is obtained if it meets several predetermined bureaucratic reform criteria. The internal team first conducted an independent assessment of the achievements of FISIP UNNES against several assessment criteria. If the internal team feels that the value is sufficient, then the work unit will be proposed to the PANRB Ministry as an external team to carry out the evaluation. The external team will assess whether the proposed work unit has passed to get the WBK or WBBM predicate.

  8. What is actually assessed in the integrity zone?
    There are six aspects that are assessed by internal and external teams from the WBK/WBBM area.

    1. Change management
    2. Management Arrangement
    3. HR Management System Arrangement
    4. Strengthening Accountability
    5. supervision strengthening
    6. Improving the Quality of Public Services
  9. What are the benefits of FISIP Semarang State University (UNNES) being declared a zone of integrity?
    Many benefits can be drawn from the declaration of integrity zones. The Integrity Zone is a means to always move in a better direction. If a work unit is declared to be an integrity zone, the work unit will make an “Action Plan for Development of Integrity Zone Towards WBK/WBBM”. This action plan is then implemented, monitored, and evaluated periodically by the team in the work unit.

  10. Why was FISIP UNNES chosen to be the pilot area of the Integrity Zone at UNNES?
    The selection of FISIP was based on discussions by UNNES leaders, taking into account that FISIP UNNES had aspects of good governance and was selected from seven major faculties at UNNES.

  11. Is the declaration of this integrity zone only for the pursuit of WBK or WBBM awards or titles?
    UNNES and FISIP leaders certainly hope that this zone of integrity will result in a change in mindset and work culture for all elements involved, including leaders, lecturers, education staff, and students. Most importantly, for example, building a culture of integrity, namely honest, ethical, responsible behavior, and respect for others.

  12. How can the goal of this integrity zone be achieved?
    All elements in the faculty, both leaders and education staff, must have an understanding of this integrity zone. Socialization must be carried out to introduce the targets to be achieved and evaluated. Gradually, everyone has to move in a better direction so as to make FISIP a zone that is free from corruption and a clean and serving bureaucratic area. The declaration of an integrity zone is not a momentary movement or one year old, but the development action plan will continue to be improved and monitored. The integrity zone development work team has planned development priority targets until 2039.

  13. What is the difference between WBK and WBBM predicates?
    The WBBM predicate can only be obtained if a work unit already has the WBK predicate. WBBM requires a higher assessment score than the WBK predicate.

  14. What is trying to be achieved in the development of management arrangement aspects in WBK/WBBM?

    The change management aspect has the following objectives:

    1. Increased commitment from all levels of leadership and work unit employees in realizing the Integrity Zone towards WBK/WBBM;
    2. There is a change in mindset and work culture in the work unit that is proposed as an Integrity Zone towards WBK/WBBM;
    3. Reducing the risk of failure due to the possibility of resistance to change.
  15. What is trying to be achieved in the development of management arrangement aspects in WBK/WBBM?

    The management arrangement aspect has the following objectives:

    1. Increasing the efficiency and effectiveness of government management processes in the Integrity Zone Work Unit towards WBK/WBBM;
    2. Increasing the use of information technology in the process of implementing government management in the Integrity Zone Work Unit towards WBK/WBBM;
    3. Increasing public transparency in the Integrity Zone Work Unit towards WBK/WBBM.
  16. What is trying to be achieved in the development of human resource management aspects in WBK/WBBM?

    Aspects of human resource management have the following objectives:

    1. Increasing obedience to the management of HR apparatus in the Work Unit towards WBK/WBBM;
    2. Increased transparency and accountability in the management of HR apparatus in Work Units towards WBK/WBBM;
    3. Increased discipline of apparatus human resources in Work Units towards WBK/WBBM;
    4. Increasing the effectiveness of apparatus HR management in Work Units towards WBK/WBBM;
    5. Increasing the professionalism of HR apparatus in the Work Unit towards WBK/WBBM.
  17. What is trying to be achieved in developing aspects of strengthening Accountability in WBK/WBBM?

    The Aspect of Strengthening Accountability has the following objectives:

    1. Increasing work unit performance culture
    2. Increasing work unit performance achievements
  18. What is trying to be achieved in developing aspects of strengthening Supervision in WBK/WBBM?

    The aspect of Strengthening supervision has the following objectives:

    1. Increased compliance with state financial management in Work Units
    2. Increasing the effectiveness of state financial management in work units
    3. Reducing the level of abuse of authority in the Work Unit
  19. What is trying to be achieved in the development of aspects of Improving the Quality of Public Services in WBK/WBBM?

    The Public Service Quality Improvement Aspect has the following objectives:

    1. Improving the quality of public services (faster, cheaper, safer, and easier to reach) in the Integrity Zone Work Unit towards WBK/WBBM;
    2. Increased service standardization to become international standard in Work Units towards WBK/WBBM;
    3. Increased community satisfaction index for service delivery at the Integrity Zone Work Unit towards WBK/WBBM.
  20. The purpose of establishing an Integrity Zone is to change the work culture. What kind of work culture is meant?
    1. A culture that promotes integrity
    2. Results Oriented Work Culture
    3. A work culture that promotes synergy
    4. Culture Serve well
  21. What are the cultural values of the FISIP UNNES work culture? The cultural values of the FISIP UNNES work culture are Caring, caring for others and caring for the preservation of the natural environment. All elements contained in this organizational culture are carried out by all FISIP UNNES academics and are expected to make FISIP Caring in attitudes and daily behavior.
