Grade Complaint Procedure

Definition

A grade appeal is an objection lodged by a student against the result of an assessment, for independent and objective review, supported by evidence.

A student who does not accept the decision may lodge a further appeal with the Dean within five working days of receiving it, stating clear procedural grounds. The Dean decides within ten working days. The decision of the Dean is final at faculty level.

The student retains the right to use the university-level channel through the Quality Assurance Board or the official UNNES complaints channel.

Terms and Conditions

  1. Every student has the right to lodge a grade appeal where there is reason to believe that an administrative error occurred in the assessment, that the assessment did not follow the published course learning plan and rubric, or that the assessment was not conducted in accordance with the applicable procedure.
  2. Lodging a grade appeal does NOT require the approval, recommendation, or signature of the lecturer concerned, the academic adviser, the promotor, or the co-promotor. The submission is made by the student directly through the official online channel of the faculty.
  3. The student is not required to approach the lecturer concerned. All communication with the lecturer is conducted by the Study Programme Coordinator.
  4. The decision on a grade appeal is taken by the Vice Dean for Academic Affairs on the recommendation of the Study Programme Coordinator, and not by the lecturer concerned. The lecturer acts as the party supplying the assessment evidence and giving an explanation, and implements the decision.
  5. The signature of the lecturer on the Declaration of Grade Revision is a record of the implementation of a decision already taken, and is not a precondition for lodging an appeal. Where the lecturer is unavailable, refuses, or does not respond within the time limit, the grade change is processed by the Vice Dean for Academic Affairs.
  6. The identity of the appellant is confidential and is known only to the Study Programme Coordinator, the Vice Dean for Academic Affairs, and the Quality Assurance Group. The student may request that their identity not be disclosed to the lecturer concerned during the process, except where disclosure is unavoidable for the examination of the evidence.
  7. The faculty guarantees that no academic retaliation of any form will follow from the lodging of an appeal. Alleged retaliation is treated as a breach of ethics and reported to the Dean.
  8. A grade may be changed only through this procedure and with documentation. A grade change outside this procedure constitutes a non-conformity and is followed up.

Procedure

1 The student completes and submits the Grade Appeal Form online through the official FISIP website, uploading supporting evidence. a ticket number is assigned when the submission is registered, and communicated to the student with the acknowledgement of receipt. No signature, recommendation, or consent of the lecturer concerned is required.
2 The Study Programme Coordinator receives the submission, verifies that it is complete, records it in the Grade Appeal Log, acknowledges receipt to the student, and reports the ticket to the Vice Dean for Academic Affairs. Where the Study Programme Coordinator has a conflict of interest, the case passes directly to the Vice Dean.
3 The Study Programme Coordinator requests the assessment evidence from the lecturer concerned: the rubric, the grade components and their weighting, the answer script or assignment, and a written explanation. The request is made by the Study Programme Coordinator, not by the student. The lecturer is required to comply.
4 The Study Programme Coordinator examines whether the assessment was carried out in accordance with the published course learning plan (RPS) and its rubric. Where necessary, the Study Programme Coordinator proposes a re-assessment by an independent assessor to the Vice Dean for Academic Affairs.
5 The Study Programme Coordinator submits a written recommendation to the Vice Dean for Academic Affairs: to reject the appeal, to correct the grade, or to order a re-assessment. The Vice Dean takes the decision.
6 The decision is communicated in writing to the student and to the lecturer concerned, with the academic reasons, and is uploaded to the ticket system so that the student can access it.
7 Where the appeal is upheld, the lecturer completes FM-01-AKD-06 and enters the corrected grade. Where the lecturer is unavailable, refuses, or does not respond within the time limit, the Vice Dean for Academic Affairs processes the change through FM-02-AKD-06 without interrupting the procedure.
8 The Academic Sub-division enters the change in the academic information system and closes the ticket; the student receives notification of the final result. The Quality Assurance Group verifies timeliness and completeness of the records and enters systemic non-conformities in FM-02-KPM-07.
