Dosen Ilmu Politik Fakultas Ilmu Sosial dan Ilmu Politik Universitas Negeri Semarang (FISIP UNNES), Dr. Cahyo Seftyono, S.Sos., M.A., berkontribusi dalam evaluasi kebijakan Pemerintah Provinsi Jawa Tengah melalui Survei Evaluasi 100 Hari Kinerja Gubernur dan Wakil Gubernur Jawa Tengah. Kegiatan yang diselenggarakan Lembaga Hikmah dan Kebijakan Publik (LHKP) Pimpinan Wilayah Muhammadiyah Jawa Tengah tersebut berlangsung di Gedung Pimpinan Wilayah Muhammadiyah Jawa Tengah, Semarang, pada Selasa, 3 Juni 2025.

Dalam kegiatan tersebut, Cahyo hadir dalam kapasitasnya sebagai Ketua Bidang Studi dan Advokasi Publik LHKP PWM Jawa Tengah. Survei melibatkan 529 responden dengan rentang usia 17–65 tahun untuk melihat persepsi publik terhadap pelaksanaan 11 program prioritas pembangunan Pemerintah Provinsi Jawa Tengah pada 100 hari pertama pemerintahan Gubernur Ahmad Luthfi dan Wakil Gubernur Taj Yasin Maimoen.

Hasil evaluasi menunjukkan bahwa masyarakat telah mengenali sejumlah program pemerintah provinsi yang sedang dilaksanakan. Dalam pemaparannya, Cahyo memberikan perhatian antara lain pada sektor pendidikan dan penguatan tata kelola pemerintahan atau good governance. Ia juga menekankan pentingnya penyampaian informasi mengenai capaian program pemerintah melalui kanal digital agar masyarakat dapat mengetahui perkembangan kebijakan sekaligus meningkatkan keterlibatan publik dalam pembangunan daerah.

Forum evaluasi tersebut mempertemukan unsur akademik dan masyarakat sipil dengan pemangku kepentingan tingkat Provinsi Jawa Tengah. Selain Cahyo Seftyono, kegiatan dihadiri Ketua Tim Percepatan Pembangunan Daerah (TPPD) Provinsi Jawa Tengah Dr. Zulkifli, Kepala Ombudsman RI Perwakilan Jawa Tengah Siti Farida, serta anggota DPRD Provinsi Jawa Tengah Yusuf Hidayat. Kehadiran berbagai unsur tersebut membuka ruang dialog mengenai pelaksanaan, capaian, serta tantangan kebijakan pembangunan di Jawa Tengah.

Ketua TPPD Provinsi Jawa Tengah Dr. Zulkifli merespons hasil survei tersebut sebagai informasi yang dapat menunjukkan program yang telah terlaksana maupun program yang masih memerlukan tindak lanjut. Ia juga menerima masukan mengenai perlunya meningkatkan penyampaian capaian kinerja pemerintah kepada masyarakat. Hal ini menunjukkan bahwa kajian dan evaluasi publik yang melibatkan akademisi dapat menjadi salah satu sumber masukan bagi penguatan tata kelola pemerintahan provinsi.

Keterlibatan Dr. Cahyo Seftyono memperlihatkan kontribusi dosen FISIP UNNES di luar lingkungan kampus, khususnya dalam memberikan perspektif akademik dan evaluasi berbasis data terhadap pelaksanaan kebijakan publik tingkat provinsi. Kontribusi tersebut juga memperkuat keterhubungan antara perguruan tinggi, masyarakat sipil, dan pemerintah dalam mendorong proses kebijakan yang lebih terbuka dan partisipatif.
