Restorative Justice dalam KUHP Nasional, FH UNNES Gelar FGD dan Webinar

Fakultas Hukum Universitas Negeri Semarang (UNNES) melalui Pusat Studi Kepolisian menyelenggarakan Focus Group Discussion (FGD) dan Webinar Nasional bertajuk “Konsep Restorative Justice dalam Implementasi KUHP dan KUHAP Nasional pada Sistem Hukum Indonesia”.

Kegiatan yang berlangsung pada Kamis, (7/5) menjadi ruang diskusi strategis yang mempertemukan akademisi dan praktisi penegakan hukum untuk membahas arah pembaruan hukum pidana di Indonesia.

Kegiatan tersebut menghadirkan Kombes Pol. Siti Rondhijah dan Rektor UNNES Prof. Dr. S. Martono, M.Si. sebagai keynote speaker. Dalam sambutannya, Kombes Pol. Siti Rondhijah menegaskan pentingnya pendekatan restorative justice sebagai strategi humanis dalam menjaga ketertiban sosial sekaligus bentuk adaptasi institusi kepolisian terhadap perkembangan paradigma hukum modern.

Diskusi dalam forum tersebut diperdalam oleh para narasumber dari kalangan akademisi dan praktisi. Prof. Dr. Ali Masyhar, S.H., M.H. mengulas restorative justice dari dimensi filosofis hingga arah politik hukum nasional. Ia menempatkan konsep restorative justice sebagai manifestasi nilai-nilai Pancasila dan hukum yang berkeadilan substantif.

Dr. Cahya Wulandari, S.H., M.Hum. memaparkan implementasi restorative justice dalam sistem peradilan pidana dengan menyoroti perlindungan korban dalam proses penyelesaian perkara. Pemaparan tersebut menunjukkan bahwa penerapan restorative justice di lapangan menghadapi tantangan dalam memastikan posisi korban tetap terlindungi dan berdaya.

Perspektif praktik penegakan hukum disampaikan oleh Kombes Pol. Dr. M. Anwar Nasir, S.I.K., M.H. yang menjelaskan peran strategis kepolisian dalam implementasi restorative justice, termasuk penggunaan diskresi dan mekanisme mediasi penal dalam proses penyidikan. Ia juga menegaskan pentingnya menjaga penerapan restorative justice tetap berada dalam koridor hukum.

Seluruh rangkaian diskusi dipandu oleh moderator M. Azil Maskur, S.H., M.H. yang menjaga jalannya forum tetap dinamis dan interaktif. Diskursus yang berkembang menunjukkan bahwa restorative justice bukan sekadar konsep hukum, tetapi pendekatan yang membutuhkan dukungan regulasi, kapasitas aparat, dan kesadaran masyarakat.

Antusiasme peserta yang terdiri atas akademisi, mahasiswa, aparat penegak hukum, dan praktisi menunjukkan tingginya perhatian terhadap pembaruan hukum pidana di Indonesia. Berbagai pandangan dan pertanyaan yang muncul dalam forum tersebut mencerminkan harapan agar sistem hukum Indonesia dapat bergerak menuju keadilan yang lebih manusiawi dan berorientasi pada pemulihan.

Melalui kegiatan ini, Fakultas Hukum UNNES menegaskan perannya sebagai pusat pemikiran hukum yang responsif terhadap dinamika perubahan hukum nasional. FGD dan Webinar Nasional ini diharapkan dapat memperkuat sinergi antara akademisi, praktisi, dan pemangku kebijakan dalam mendorong implementasi restorative justice yang lebih efektif dan berkeadilan di Indonesia.
