Fakultas Ilmu Sosial dan Ilmu Politik (FISIP) Universitas Negeri Semarang (UNNES) mendorong penguatan kolaborasi lintas sektor dalam penanganan kesehatan mental di Kabupaten Temanggung. Upaya tersebut dilakukan melalui penyusunan rekomendasi kebijakan yang membuka ruang lebih luas bagi pemerintah, layanan kesehatan, aparat desa, dan lembaga berbasis komunitas untuk bekerja bersama dalam mendampingi Orang dengan Gangguan Jiwa (ODGJ).

Inisiatif ini dikembangkan oleh dosen Program Studi Pendidikan Sosiologi dan Antropologi FISIP UNNES, yakni Eka Yuniati, Fadly Husain, dan Atika Wijaya, melalui kegiatan kolaboratif dengan Universitas Gadjah Mada. Selama kegiatan lapangan yang berlangsung pada Agustus hingga September 2025, tim berinteraksi dengan berbagai pihak yang terlibat dalam penanganan kesehatan mental di Kabupaten Temanggung, termasuk pengelola pesantren rehabilitasi dan unsur pelayanan kesehatan.

Salah satu perhatian utama tim adalah keberadaan Pondok Pesantren Mamba’ul Khasanah di Kecamatan Jumo dan Pondok Pesantren Al-Hidayah di Kecamatan Bejen. Kedua pesantren tersebut telah menjalankan pendampingan terhadap ODGJ berbasis komunitas melalui pendekatan keagamaan, aktivitas sosial, serta kegiatan produktif. Namun, peran lembaga berbasis masyarakat tersebut belum sepenuhnya terhubung dengan sistem pelayanan kesehatan formal.

FISIP UNNES kemudian mendorong model kerja bersama yang lebih terstruktur antara pemerintah daerah, Puskesmas, kader kesehatan jiwa, pemerintah desa, aparat keamanan, tokoh agama, serta pesantren rehabilitasi. Pendekatan ini diarahkan agar penanganan kesehatan mental tidak berjalan sendiri-sendiri, tetapi menjadi bagian dari pelayanan publik yang saling terhubung.

Kontribusi tersebut dituangkan dalam gagasan “Pelibatan Pondok Pesantren untuk Penguatan Kolaborasi Lintas Sektor dalam Penanganan Kesehatan Mental di Kabupaten Temanggung.” Dokumen tersebut dirancang untuk memberikan masukan kebijakan kepada Pemerintah Kabupaten Temanggung berdasarkan kondisi yang ditemui di masyarakat.

Salah satu gagasan yang dikembangkan adalah pembentukan forum kolaborasi kesehatan mental di tingkat kecamatan. Forum ini diharapkan dapat mempertemukan unsur pemerintah, layanan kesehatan, pesantren, kader kesehatan jiwa, tokoh masyarakat, serta aparat keamanan dalam satu ruang koordinasi. Selain itu, tim mendorong penguatan mekanisme rujukan, peningkatan kapasitas pengasuh pesantren, serta keterlibatan layanan sosial dalam membantu proses pemulihan dan reintegrasi ODGJ.

Tim FISIP UNNES juga memberikan perhatian pada pentingnya aturan kerja yang lebih jelas antara layanan kesehatan formal dan lembaga berbasis komunitas. Rekomendasi tersebut mencakup penguatan prosedur penanganan ODGJ, pelatihan dasar psikososial bagi pengelola pesantren, serta perluasan dukungan kelembagaan bagi layanan rehabilitasi berbasis masyarakat.

Melalui kegiatan ini, perguruan tinggi mengambil peran sebagai penghubung antara pengetahuan akademik, kebutuhan masyarakat, dan proses pengembangan kebijakan publik. Rekomendasi yang disusun tidak hanya berbicara mengenai pelayanan kesehatan mental, tetapi juga mendorong terbentuknya tata kelola yang lebih partisipatif dengan melibatkan aktor-aktor yang selama ini bekerja langsung di tingkat komunitas.
