Dalam rangka studi komparatif sistem pendidikan di Finlandia dan Indonesia, konsorsium tiga perguruan tinggi LPTK di Indonesia: UNNES, UNY, dan UNIMED, melakukan benchmarking model dan sistem pendidikan dari Minggu – Kamis (26/11 – 30/11) di Finlandia.

Dengan fokus pada sistem pendidikan dasar, menengah, dan tinggi di Finlandia benchmarking dilakukan dengan beberapa kegiatan. Program yang dilakukan antara lain, kunjungan ke sekolah training guru di Turku dan Tampere; diskusi dengan ahli Finlandia mengenai sistem pendidikan di Finlandia, manajemen dan sistem organisasi guru di Finlandia, serta kunjungan ke perpustakaan kampus di Tampere; workshop di Universitas Finlandia mengenai temuan dan rekomendasi proyek; dan mengunjungi kedutaan Indonesia di Helsinki.

Dari kegiatan yang dilakukan tersebut, terdapat beberapa hal yang dapat menjadi acuan bagi model pendidikan Indonesia. Model pendidikan Finlandia menganut pembelajaran berbasis fenomena (Phenomena-based Learning) dan penilaian kinerja (Performance Assessment). Hal ini mampu meningkatkan kemampuan kognitif, afektif, dan psikomotorik anak didik, sehingga mereka lebih lebih aktif, kreatif, dan produktif.

Kemudian, terdapat tiga skills utama yang harus dikuasai oleh anak didik, yaitu mathematic, reading, dan writing skills. Selain itu, untuk meningkatkan kualitas SDM guru serta kompetensi konten dan pedagogik, sistem pendidikan di Finlandia telah menetapkan kriteria guru kelas itu harus bergelar master.

Pendidikan di Finlandia mempunyai siklus yang menggambarkan grand design model pendidikan berkualitas yang berorientasi pada pembangunan bangsa yang kuat melalui pendidikan yang dikenal dengan Quality Circle of Education. Model tersebut memiliki lima aspek penting, yakni: Quality of Teachers (kualitas guru); Quality of Learning (kualitas pembelajaran); Improve skill in mathematic, reading, and writing (peningkatan keterampilan pada matematika, membaca, dan menulis); More skillful young citizens for working life (peningkatan sumber daya manusia terampil untuk dunia kerja); dan Success of nation (kesuksesan negara).
