Universitas Negeri Semarang (UNNES) has strengthened its commitment to a safe and respectful campus through Rector Regulation No. 115 of 2024 on the Prevention and Handling of Violence. The regulation establishes a university-wide framework for preventing violence, receiving and investigating reports, protecting affected people, and holding perpetrators accountable.

The regulation prohibits physical and psychological violence, bullying, sexual violence, discrimination, intolerance, and policies that contain elements of violence. Its scope makes clear that preventing harm is an institutional responsibility, alongside responding appropriately when an incident is reported. The policy also provides for assistance and protection for affected people and witnesses, as well as administrative sanctions for perpetrators found responsible.
Under the regulation, prevention and response include procedures for reporting, follow-up, and examination of cases. The university’s responsibilities include supporting affected people and witnesses, monitoring implementation, and evaluating its prevention and response measures. The regulation provides for monitoring and evaluation at least once a year, helping UNNES review how the framework is being applied and identify areas for improvement.
The response structure is supported by the UNNES Violence Prevention and Handling Task Force (Satgas PPK). Rector Decree No. T/47/UN37/HK.02/2025 establishes the task force for 2025–2026. Its responsibilities include raising awareness about violence prevention and relevant rights, receiving and following up reports, coordinating assistance and referrals, monitoring follow-up actions, and reporting on its work.

Reports can be submitted directly to the task force or through its complaint service at https://unnes.ac.id/pengaduan/ and Lapor portal at https://lapor.unnes.ac.id/home . The university’s complaint service states that reports are handled confidentially. Together, the regulation, task-force structure, reporting procedures, protections, sanctions, and periodic evaluation provide a formal basis for preventing and responding to violence across the university community.

UNNES Takes Violence Prevention Guidance to Faculty
Universitas Negeri Semarang (UNNES) has brought its violence-prevention framework directly to faculty communities through awareness and socialisation activities. In June 2025, the Faculty of Engineering held a session on preventing and handling violence, with the university’s Violence Prevention and Handling Task Force (Satgas PPK) delivering guidance to the faculty community.

The session connected UNNES’s university-wide policy with the responsibilities of students, lecturers, and staff in their daily campus environment. It explained the forms of violence covered by Rector Regulation No. 115/2024, including physical and psychological violence, bullying, sexual violence, discrimination, and intolerance, and highlighted the importance of prevention, reporting, and appropriate follow-up.
The faculty activity also reflects the task force’s role beyond case handling. Under Rector Decree No. T/47/UN37/HK.02/2025, the Satgas PPKS is responsible for prevention and awareness, receiving and following up reports, facilitating support or referrals, and monitoring follow-up actions. This structure enables the university to communicate its policy across campus while maintaining a designated body for responding to reports.
The regulation sets out protections and assistance for affected people and witnesses, investigation procedures, and administrative sanctions for perpetrators found responsible. It also requires monitoring and evaluation of policy implementation. These measures provide a framework for UNNES to assess its prevention work and strengthen campus awareness over time.
