Semarang, Indonesia — Universitas Negeri Semarang (UNNES) has established 2045 as its institutional target for achieving carbon neutrality, formalized through Rector’s Decree Number B/3669/UN37/HK.02/2024. The decree defines a phased transition covering Scope 1, Scope 2, and Scope 3 emissions, with milestones for reducing the university’s carbon footprint.

Phased Targets toward Carbon Neutrality

The decree establishes three milestones:

Target yearEmission scopeInstitutional target
2035Scope 1: Direct emissions from university-controlled sourcesAchieve net-zero direct emissions
2040Scope 2: Indirect emissions from purchased energyAchieve net-zero purchased-energy emissions
2045Scope 3: Other indirect emissions associated with university activitiesAchieve comprehensive carbon neutrality across all three scopes

These milestones extend the commitment beyond direct campus operations to purchased energy and other indirect emissions.

Institutional Implementation and Monitoring

The decree requires university units to support implementation through annual greenhouse gas inventories, emission reduction targets, periodic monitoring and evaluation, and annual reporting. It also provides for an implementation team and cooperation with government, industry, non-governmental organizations, and communities.

UNNES identifies renewable energy, sustainable transportation, waste management, and reforestation as measures supporting this transition. Together, these actions connect the university’s long-term target with operational improvements and environmental stewardship.
