Prof. Dr. Martitah, M.Hum, is a Full Professor specializing in Constitutional Law. As an expert in Constitutional Law, she is interested in issues and developments in Indonesian law and in comparative studies of international legal developments. Indonesian law, including the drafting of regulations from Acts, Government Regulations, Presidential Regulations, and Regional Regulations, as well as Constitutional Court proceedings in the Constitutional Court of the Republic of Indonesia, Regional Autonomy Law, and General Elections Law (for Presidential, Legislative, and Regional elections), are among her areas of interest. Currently, the trend is moving toward Electronic Government, especially in public services where digital systems are increasingly used (for example, in the issuance of ID cards, tax payments, employee registrations, and also in teaching in schools and universities, as well as in various court hearings at District Courts, High Courts, the Supreme Court, the Constitutional Court, Administrative Courts, or Religious Courts). Her reference books include: Mahkamah Konstitusi dari Negative Legislature ke Positive Legislature (Konstitusi Press, 2016), Sistem Pengujian Undang-Undang di Indonesia (2015), PTUN dalam Optik HAN (2018), E-GGovernment di Indonesia: Problematika, Implementasi dan Instrumentasi (2020), Buku Teori Hukum (2024). Scopus-indexed publications include “Why Legitimacy Matters in Times of Uncertainty: A Critical Study of the Success Story of the Constitutional Court of Indonesia” in the Asia-Pacific Social Science Review (De La Salle University Publishing House, Philippines) (2019); “Confronting E-Government Adoption in Indonesian Local Government” in the Journal of Indonesian Legal Studies (2021); “Disaster Resilient Village-Based Approach to Disaster Risk Reduction Policy in Indonesia: A Regulatory Analysis” in the Journal of Disaster Risk Studies (2021); and “Transformation of the Legislative System in Indonesia Based on the Principles of Good Legislation” (Scopus 2023).
