Dalam lima tahun terakhir Universitas Negeri Semarang (UNNES) bertransformasi menjadi salah satu perguruan tinggi terbaik di Indonesia. Selain telah meraih akreditasi institusi A, universitas ini menempati posisi 16 dalam daftar perguruan tinggi terbaik di Indonesia.
Prestasi itu, antara lain diperoleh dengan menciptakan iklim akademik yang produktif pada setiap dosen. Rektor UNNES Prof Dr Fathur Rokhman MHum mendorong setiap dosen mencapai target kinerja yang ditetapkan.
Berikut lima strategi yang dilakukan Rektor UNNES mendorong dosen semakin produktif meneliti dan mempublikasikan karya ilmiah.

1. Bangun Sistem Pendampingan

Setiap dosen memperoleh pendampingan agar bisa berkarya secara produktif. Dosen berpangkat lektor kepala dan profesor didampingi agar mempublikasikan penelitiannya di jurnal internasional atau jurnal nasional terakreditasi.
Dengan memberi pendampingan, setiap dosen diharapkan tidak lagi mengalami kesulitan teknis dalam meneliti, menulis, dan mempublikasikan karyanya.

2. Berikan Penghargaan

Secara berkala, Rektor UNNES Prof Dr Fathur Rokhman memberikan penghargaan kepada dosen yang berprestasi. Penghargaan diberikan sebagai apresiasi agar dosen tersebut semakin produktif. Penghargaan juga diharapkan menjadi motivasi bagi dosen lain agar berkompetisi secara sehat.
Dalam evaluasi akhir tahun 2018 lalu, misalnya, Rektor memberikan penghargaan kepada tiga dosen dengan target kinerja terbaik. Ketiganya adalah Dr Wadiyo (FBS), Prof Dr Supriyadi MSi (FMIPA), dan Prof Dr Tandiyo Rahayu (FIK).

3. Kontrak Kerja dengan Target Terukur

Pengukuran kinerja dosen  dilakukan secara objektif karena setiap dosen mengisi kontrak kinerja melalui sistem yang daring pada setiap awal tahun. Dalam kontrak itu setiap dosen mencantumkan dekskripsi dan luaran sehingga terukur ketercapaiannya.
Sistem itu juga memungkinkan evaluasi kinerja dosen dapat dilakukan secara objektif, berbasis data, dan otentik.

4. Taat Azas

Pendampingan, penghargaan, dan evaluasi dilakukan sesuai aturan yang berlaku. Dalam pemberian target kinerja dan penghargaan, misalnya, Rektor UNNES merujuk ke Permenristekdikti Nomor 20 Tahun2017 Tentang Pemberian Tunjangan Profesi Dosen dan Tunjangan Kehormatan Profesor.

5. Komunikasi Intensif

Salah satu kekhasan Rektor UNNES dalam meningkatkan produktivitas dosen adalah melakukan komunikasi secara intensif. Secara rutin Rektor UNNES memberikan inspirasi dan motivasi melalui sistem broadcasting internal. Dengan cara itu, Rektor memastikan setiap dosen mendapat informasi yang cukup tentang visi, misi, dan program universitas.
Rektor UNNES juga melakukan komunikasi khusus, antara lain dengan memberikan kartu ucapan selamat ulang tahun kepada setiap dosen dan karyawan yang berulang tahun.
