Chapter I lays the institutional foundation, presenting UNNES’s vision (a world-class, conservation-oriented university), its five missions and goals, and its Academic and Quality Policies. It details eight conservation-based character values—inspirational, humanistic, caring, innovative, creative, sportive, honest, and fair—that underpin the university’s culture, plus quality objectives set annually across university, faculty, and program levels.
Chapter II explains the purpose of the PIECI guidelines (Planning, Implementation, Evaluation, Control, Improvement) within the Internal Quality Assurance System (IQAS), grounded in Ministerial Regulation No. 53/2023. It outlines why each phase—standard-setting, fulfillment, evaluation, control, and development—is necessary for sustaining institutional quality culture.
Chapter III defines the scope of each PIECI stage, covering academic (education, research, community service) and non-academic domains. It also addresses documentation requirements, UNNES’s business processes, the four-level Quality Management System (Manual, Procedures, Work Instructions, Supporting Documents), and document/archive control mechanisms.
Chapter IV is the operational core, detailing step-by-step procedures for each PIECI phase: establishing standards (Rector, QAO, ad hoc teams, Senate approval); implementing standards across education, research, and community service sectors; evaluating standards via diagnostic, formative, and summative methods; controlling standards through monitoring and internal audits (via the SIAMI system); and improving/developing standards through benchmarking. Each section includes procedural tables and flowcharts identifying responsible actors and required documents.
Chapter V specifies the qualifications and duties of officials responsible for each PIECI stage—Rector, Vice Rector I, Academic Senate, Quality Assurance Office, ad hoc teams, auditors, and Study Program Management Units—clarifying accountability across planning, implementation, evaluation, control, and improvement functions.
