To stipulate: RECTOR’S REGULATION CONCERNING CONSERVATION-BASED CAMPUS GOVERNANCE AT STATE UNIVERSITY OF SEMARANG.

Article 1

In this regulation what is meant by:

  1. Universitas Negeri Semarang, hereinafter abbreviated as Unnes, is a tertiary institution that organizes academic and vocational education programs in a number of disciplines of science, technology, arts and sports, and if it meets the requirements it can organize professional education in accordance with the provisions of laws and regulations.
  2. Conservation University is a university that in the implementation of education, research and community service has a concept that refers to the principles of conservation (protection, preservation and sustainable use) both conservation of natural resources, environment, art and culture.
  3. Work units are work units at Semarang State University which include bureaus, institutions, agencies, Technical Implementation Units (UPT), faculties, and other units that manage resources at Unnes.
  4. Unnes residents are human resources consisting of lecturers, educational staff, technical staff, and students.
  5. Governance is a combination of structural processes implemented by work units to inform, manage and monitor work unit activities in order to achieve objectives.
  6. Conservation-based governance is a combination of processes and structures to inform, direct, manage and monitor the activities of work units based on conservation principles (protection, preservation and sustainable use) in order to support Unnes’ vision as a healthy, superior international-standard Conservation University. , and prosper in 2020
  7. The environment is a spatial unit with all objects, power, conditions and living things, including humans and their behavior, which affect the continuity of life and the welfare of humans and other living things.
  8. Environmental management is an integrated effort to preserve environmental functions which include policies for managing, utilizing, developing, maintaining, restoring, supervising and controlling the environment.
  9. Sustainable development with an environmental perspective is a conscious and planned effort that integrates the environment, including resources, into the development process to ensure the capability, welfare and quality of life of present and future generations.
  10. An ecosystem is an arrangement of elements of the environment which is a complete unified whole and influences each other in forming environmental balance, stability and productivity.
  11. Biodiversity is all life on this earth including plants, animals, fungi and microorganisms, as well as the various genetic materials they contain and the diversity of the ecological systems in which they live.
  12. The carrying capacity of the environment is the ability of the environment to support the life of humans and other living things.
  13. Green buildings are buildings that apply conservation principles in their design, development and management that do not cause negative impacts on users and the environment.
  14. Green open space is an area where various plants grow, ranging from ground cover, shrubs, shrubs and trees.
  15. Energy is the ability to do work which can be heat, light, mechanics, chemistry, and electromagnetics.
  16. Clean energy is energy that can meet current and future needs without being threatened by its sustainability and does not have a negative impact on society and the environment during its lifetime.
  17. Waste is the residue of a business and or activity, including liquid, solid, gas and particulate matter, as well as toxic and hazardous material waste.
  18. A conservation cadre is a person or group of people who have been trained to act as successors to conservation efforts, and are willing and able to convey conservation values to the community.

 

Article 2

  1. Conservation-based governance aims to create a campus atmosphere that supports the protection, preservation and wise use of the environment through sustainable development that is environmentally sound and full participation of Unnes citizens.
  2. Each work unit is responsible for supporting, maintaining, monitoring and coordinating to realize the active participation of Unnes residents.
  3. UNNES residents are obliged to support the implementation of conservation-based campus governance.
  4. Each work unit is required to encourage and facilitate the development of conservation-based campus governance.

Article 3

  1. Governance of the conservation ecosystem is realized through 7 (seven) main pillars of the University of Conservation.
  2. The seven main pillars of the University of Conservation as referred to in paragraph (1) include:
  • Biodiversity conservation.
  • Green architecture and internal transportation system.
  • Waste management.
  • Paperless policy.
  • Clean energy.
  • Conservation, ethics, arts and culture.
  • Conservation cadre.
  • Each of the main pillars referred to in paragraph (2) is implemented in programs implemented by work units.

 

Article 4

  1. The pillar of biological conservation aims to protect, preserve, use and develop wisely and sustainably the environment, flora and fauna in Unnes and its surroundings.
  2. The biological protection pillar program includes protection, preservation and wise use of flora and fauna on campus, nursery activities, plant shelter and care, as well as monitoring of biodiversity on the Unnes campus and its surroundings to protect the ecosystem.
  3. Unnes residents are obliged to protect, preserve and sustainably use flora and fauna in Unnes and its surroundings to support environmental functions and create a beautiful and comfortable environment.
  4. The work unit is obliged to implement, monitor and evaluate programs that support the protection, preservation and sustainable use of the environment, provide facilities to support the carrying capacity of the environment.
  5. Provisions for implementing the biological conservation pillar program are regulated in the quality procedure for the biological conservation pillar program.

 

Article 5

  1. The pillars of green architecture and internal transportation systems aim to develop and manage buildings and environments that support the vision of conservation, as well as realizing an internal transportation system that is effective, efficient and environmentally friendly.
  2. Green architecture pillar programs and internal transportation systems include:
  • Management of Unnes campus buildings in accordance with environmentally friendly green building principles;
  • Management of the Unnes campus environment in accordance with environmentally friendly rules and user convenience; And
  • Management of the Unnes campus internal transportation system in accordance with the principles of transportation, humanism and environmentally friendly.
  • The work unit is obliged to implement, develop, manage, monitor and evaluate buildings in accordance with green building principles.
  • The work unit is obliged to implement, develop, manage, monitor and evaluate the internal transportation system in accordance with the principles of transportation, humanism and environmentally friendly.
  • The work unit is obliged to provide green open space.
  • The work unit is obliged to provide facilities and infrastructure to support the implementation of an environmentally friendly internal transportation system.
  • The work unit is obliged to implement rules to limit the use of vehicles that use fossil fuels.
  • Unnes residents are obliged to use environmentally friendly modes of transportation around the campus.
  • Provisions for implementing the green architecture pillar program and internal transportation are regulated in the quality of the green architecture pillar program and internal transportation procedures.

 

Article 6

  1. The waste management pillar aims to reduce, manage, monitor the production of waste and waste, and improve environmental conditions at Unnes to create a clean and healthy environment.
  2. The waste management pillar program is realized by the following activities:
  • Re-use of unused items (reuse);
  • Reduction of activities and or objects that have the potential to produce waste and or waste (reduce);
  • Recycle waste and/or waste to be reused (recycle);
  • Restore the function of facilities at Unnes that have reduced utilization (recovery).
  • The work unit is obliged to implement, develop, manage, monitor and evaluate a waste management system that complies with conservation principles.
  • The work unit is obliged to provide facilities that support the implementation of waste management policies.
  • Unnes residents are obliged to implement the principles of waste management according to conservation principles.
  • Provisions for implementing the waste management pillar program are regulated in the quality procedure of the waste management pillar program.

 

Article 7

  1. The paperless policy pillar aims to implement conservation-oriented administration and administration efficiently.
  2. The paperless policy pillar program is implemented through optimizing information technology-based systems, efficient use of paper, utilization of recycled paper, and use of environmentally friendly paper.
  3. Work units are obliged to implement, develop, manage, monitor, and evaluate paperless policies.
  4. The work unit is obliged to provide facilities that support the implementation of the paperless policy.
  5. Unnes residents are obliged to implement efficient management of administration and administration with a conservation perspective.
  6. Provisions for implementing the paperless policy pillar program are regulated in the paperless policy pillar program quality procedures.

 

Article 8

  1. The clean energy pillar aims to save energy through a series of policies and actions to use energy wisely, as well as the development of environmentally friendly renewable energy.
  2. The clean energy pillar program is implemented by:
  • Make savings in the use of electrical energy and fossil fuel-based equipment in accordance with the university’s strategy;
  • Develop campus facilities that support saving energy use;
  • Using renewable energy that is environmentally friendly.
  • The work unit is obliged to implement, develop, manage, monitor and evaluate clean energy policies.
  • The work unit is obliged to implement an energy use strategy to save energy and use renewable and environmentally friendly energy.
  • Unnes residents are obliged to implement energy saving in every activity within Unnes.
  • Provisions for implementing the clean energy pillar program are regulated in the clean energy pillar program quality procedures.

 

Article 9

  1. The pillars of ethics, arts and culture conservation aim to maintain, preserve and develop local ethics, arts and culture to strengthen national identity.
  2. The pillar program for the conservation of ethics, art and local culture through the maintenance, documentation, education, dissemination and promotion of its elements.
  3. The work unit is obliged to explore local cultural values and implement, develop, manage, monitor, and evaluate the pillars of ethical, artistic and cultural conservation programs.
  4. The work unit is obliged to organize activities and provide facilities to support the preservation and development of regional ethics, arts and culture.
  5. Unnes residents are obliged to develop and preserve regional culture in activities on campus and in its surroundings.
  6. Provisions for carrying out the ethical, artistic and cultural pillar program are regulated in the quality procedures for the ethical, artistic and cultural conservation pillar program.

 

Article 10

  1. The conservation cadre pillar aims to instill conservation values in a sustainable manner.
  2. The conservation cadre pillar program includes socialization, training, education, and implementation of activities for Unnes residents to strengthen understanding, appreciation, and conservation-based actions.
  3. The work unit is obliged to implement, develop, manage, monitor, and evaluate the conservation regeneration pillar program.
  4. The work unit is obliged to develop a group of conservation cadres consisting of lecturers, educational staff, and students.
  5. Unnes residents are obliged to actively participate in implementing conservation values in everyday life.
  6. Provisions for implementing the conservation regeneration pillar program are regulated in the quality procedures for the conservation regeneration pillar program.

 

Article 11

Matters that have not been regulated in this regulation will be regulated by its own regulations.

 

Article 12

This regulation comes into force on the date of stipulation.
