Unnes Uji Publik dan Sosialisasikan Pedoman Tata Kearsipan

Arsip mempunyai peranan penting dalam menentukan kemajuan suatu lembaga. Tak terkecuali Universitas Negeri Semarang (Unnes), sadar akan hal itu, Sabtu (7/12) menyelenggarakan uji publik dan Sosialisasi Pedoman Tata Kearsipan di Gedung Rektorat kampus Sekaran Gunungpati.

Sekadar catatan, Uji publik pedoman tata kearsipan dimaknai sebagai pengujian oleh stakeholder atau pemangku kepentingan secara intern di Unnes. Kegiatan ini untuk melakukan penyempurnaan gagasan tata kearsipan yang telah tersusun. Dengan uji publik, pemangku kepentingan dapat mengetahui struktur draft dari pedoman tata kearsipan yang diterapkan, sehingga dapat memberi saran atau kritik yang bersifat membangun.

Hadir dalam kegiatan, Pembantu Dekan II, Kepala Biro, Kepala UPT, dan diikuti seluruh kabag serta kasubbag Unnes. Tak kurang 100 peserta mengikuti pemaparan narasumber Drs M Taufik MSi Direktur Kearsipan Pusat Arsip Nasional Republik Indonesia (ANRI), Nur Mas Intan Berliana MAP (Arsiparis Madya ANRI).

M Taufik mengatakan, arsip memiliki peranan sebagai sumber informasi, bukti, memori organisasi dan memori kolektif. “Arsip yang harus dipelihara terkait isi, struktur, dan konteks arsip,” katanya.

“Arsip dibagi menjadi arsip statis dan dinamis, sedangkan arsip dinamis terdiri dari arsip vital, arsip aktif dan arsip inaktif,” jelasnya.

“Arsip vital, menurut Taufik contohnya kebijakan strategis Unnes, MoU, data aset Unnes (kepemilikan gedung, lahan, dan lain-lain), apa pun arsip harus tertata rapi,” tambahnya.

Ia juga menjelaskan, biasanya arsip permanen hanya 10 persen, 25 persen vital, 30 persen arsip inaktif, selebihnya 35 persen arsip tak berguna atau tak bernilai. “Menata arsip sama dengan menata peradaban” ujarnya.

Sementara itu, Nur Mas Intan Berliana MAP menjelaskan, penyusutan inaktif kearsipan diatur dalam pasal 52-90 Undang-undang No. 43 Tahun 2009 tentang kearsipan. Ia juga menegaskan perguruan tinggi wajib memiliki Jadwal Retensi Arsip (JRA) yang ditetapkan Rektor, dan JRA wajib mendapat persetujuan ANRI.

Kepala Biro Umum dan Kepegawaian Drs Anwar Haryono MPd mengatakan, tujuan pengelolan arsip agar memudahkan dan cepat dalam mencari dokumen, efektif dan efisien dalam penataan, serta pengelolaan arsip lembaga. Ia berharap Unnes segera berdiri lembaga kearsipan, agar tata kearsipan terbenahi secara baik.
