Universitas Negeri Semarang (UNNES) demonstrates a strong and sustained commitment to student participation, democratic governance, and leadership development through its structured and officially recognised student union system. At the university level, student representation is led by the Student Executive Board (BEM KM UNNES), which serves as the central executive body responsible for advocating student interests, coordinating activities, and representing the voices of students across faculties and study programs.

BEM KM UNNES operates within a comprehensive student governance framework that includes the Student Representative Council (DPM/BLM) as a legislative body, as well as various faculty-level student organizations.
