PNS Harus Miliki Kompetensi Manajerial dan Teknis

Penyusunan Kompetensi dan Penilaian Sasaran Kerja Pegawai Negeri Sipil (PNS) merupakan keniscayaan agar PNS memiliki kompetensi manajerial dan kompetensi teknis.

Rektor Universitas Negeri Semarang (Unnes) Prof Dr Fathur Rokhman MHum dalam acara lokakarya penyusunan kompetensi dan penilaian sasaran kerja PNS, Sabtu (7/9) di Rektorat kampus Sekaran mengatakan bahwa kompetensi teknis yang harus dimiliki oleh PNS adalah memahami tugas pokok fungsi. ”Tujuannya agar efisien, apalagi didukung profesional dan bermartabat, indikatornya jelas,” tutur Prof Fathur.

Pada kesempatan itu Prof Fathur juga menuturkan, Unnes harus bangga bahwa ada perhatian khusus dari Dirjen pada Unnes, ketika Prof Fathur melaporkan ke Dirjen saat pertemuan di Grand Candi mengenai penerimaan mahasiswa, bidikmisi, layanan prima yang ada di Unnes. “Itu semua biasa, yang luar biasa adalah ketika Unnes kembali kepada jati diri Unnes, tetap  lebih difokuskan pada pengembangan sebagai lembaga pendidikan Lembaga Pendidikan Tenaga Kependidikan (LPTK),” ucap Dirjen.

“Pegawai Negeri Sipil di Unnes harus mendukung pembangunan negeri ini, termasuk pembangunan di Unnes (Unnes miniatur negeri), tentu didukung oleh Sumber Daya Manusia yang memiliki kompetensi, baik teknis maupun manajerial”, ungkap Fathur.

Prof Fathur menyampaikan pula, Rektor bukanlah lokomotif kemajuan Unnes, Rektor hanya jadi pusat dalam standar tertinggi kebijakan Unnes. “Ibarat gelombang air, Rektor akan ditengah, gelombangnya anda, sentralnya adalah visi, dan etika jabatan juga jangan sampai melanggar sumpah jabatan, Rektor bukanlah seorang bapak, tapi mitra dan sahabat,” ucap Rektor.

Di akhir arahannya, Prof Fathur juga mengapresiasi urun rembug dari PD I FMIPA yang menulis “Konservasi Unnes harus maju, jangan berhenti (stagnan)apalagi mundur,” tegasnya.

Lokakarya yang diikuti pembantu dekan bidang administrasi umum, kepala lembaga, UPT, kabag, kasubbag ini menghadirkan pembicara dari Badan Kepegawaian Negara (BKN) Drs Ahmad Jalis SH MA.

Ahmad Jalis menjelaskan Peraturan BKN Nomor 7 tahun 2013 tentang kompetensi manajerial, kompetensi ini masuk dalam terminologi soft kompetensi, jenis kompetensi ini harus dimiliki untuk setiap jabatan, “ciri khusus dalam kompetensi ini yaitu ada inisiatif dalam melaksanakan tugas,” jelas Ahmad.

“Sedangkan Peraturan BKN Nomor 8 tahun 2013 tentang kompetensi teknis, peraturan yang ranahnya masuk pada hard kompetensi”,” ujar Ahmad.

Drs Anwar Haryono MPd, melaporkan jumlah peserta yang dilibatkan dalam lolakarya ini 117 orang, tujuan yang diharapkan peserta mampu menyusun kompetensi jabatannya, “diakhir acara nanti harus ada kompetensi yang ditampilkan,” tegas Anwar.
