Peningkatan Mutu Pendidikan Berdasar Sistem

Upaya memperbaiki mutu pendidikan harus dilakukan menggunakan
pendekatan sistem. Karena itu, setiap komponen harus memahami dan
berkomitmen pada mutu.

“Standar pendidikan juga perlu direalisasikan pada tingkat kota.
Evaluasi secara menyeluruh juga diperlukan, pada bagian mana komponen pendidikan itu tak berjalan optimal dan tak memenuhi target dan batas waktu,” kata pakar pendidikan Universitas Negeri Semarang Prof Mungin Edy Wibowo, dalam Focus Group Discussion (FGD) “Meningkatkan Mutu Pendidikan di Semarang” di kampus Sekaran, Selasa (17/3).

Kegiatan dibuka oleh Rektor Unnes Prof Dr Fathur Rokhman MHum. Prof Mungin hadir sebagai pembicara bersama Ketua Dewan Pendidikan
Kota Prof Rasdi Ekosiswoyo, Kepala Lembaga Penelitian dan Pengabdian kepada Masyarakat (LP2M) Unnes Prof Totok Sumaryanto, Ketua Komisi D DPRD Kota Laser Narindo, dan Kepala Dinas Pendidikan Kota Semarang Bunyamin.

Diskusi dimoderatori oleh Sekretaris Lembaga Pengembangan Pendidikan dan Profesi (LP3) Unnes Prof Tri Marhaeni Pudji Astuti.

Bunyamin menyatakan, tingginya minat masyarakat menengah ke bawah
untuk tinggal di Kota Semarang merupakan salah satu faktor penghambat dalam meningkatkan mutu pendidikan. “Semarang kedatangan penduduk urban setiap waktu. Masalahnya, pendatang yang tergolong menengah ke bawah tidak secara serius memikirkan pendidikan. Ini yang menghambat peningkatan mutu pendidikan di Semarang,” ujarnya.

Bunyamin memastikan masih banyak anak yang juga tak dapat sekolah
karena keluarganya tidak memiliki syarat administratif kependudukan.

“Ada yang tak bisa sekolah karena keluarganya tak punya KK (kartu
keluarga),” jelasnya.

Kendala lain, hingga saat ini masyarakat masih memilih sekolah negeri. “Padahal di kota ini banyak sekolah swasta yang baik mutunya,” kata dia.

Meski begitu, ia mengapresiasi berbagai prestasi yang ditorehkan
para pelajar.

Berdasar data yang dihimpun dinas pada 2014, Semarang
merupakan kota terbanyak yang mengikuti berbagai kompetisi, baik
nasional maupun internasional, yakni sebanyak 86 kompetisi.

Sementara Prof Rasdi menilai guru sudah seyogianya menjadi yang
terdepan dalam mengatasi permasalahan pendidikan. “Semuanya bertumpu
pada guru. Karena itu guru dalam nyambut gawe kudu peng-pengan.

Jadi, kalau sudah tersertifikasi jangan melempem dan berhenti belajar,” kata Rektor Unnes 1994-2002 ini.
