Pemilu Irit dengan Spirit Konservasi

Konservasi tak hanya bisa diwujudkan dengan menanam pohon, tetapi juga bisa lewat pemilihan secara online. Setidaknya itulah yang telah dibuktikan oleh para mahasiswa Universitas Negeri Semarang (Unnes) ketika mereka menghelat pesta dimokrasi “dari, oleh, dan untuk mahasiswa”.

Betapa tidak, Pemilihan Umum Raya (Pemira)  yang digelar saban tahun untuk memilih Presiden Badan Eksekutif Mahasiswa (BEM) dan Dewan Perwakilan Mahasiswa, pada 16 Desember 2011 lalu tak lagi menggunakan cara konvensional: mencoblos ataupun mencentang kertas suara.

Memang, pemilih datang ke tempat pemungutan suara (TPS) dan masuk bilik.  Namun di situ, mereka cukup mengeklik pilihan masing-masing.

“Boleh jadi, Unneslah perguruan tinggi di Indonesia yang pertama memanfaatkan inovasi ini dalam pemilihan eksekutif dan legislatif mahasiswa,” kata Pembantu Rektor III Bidang Kemahasiswaan Unnes Dr Masrukhi MPd.

Masrukhi juga mengatakan, selain lebih efisien dan efektif, pemilu secara online merupakan implementasi visi konservasi yang dideklarasikan Maret tahun lalu. Terutama, untuk menyokong kebijakan nirkertas (paperless policy).

‘’Pemungutan suara lebih efisien, ringkas, dan tak membutuhkan biaya banyak karena tak perlu ada cetak kartu pemilih ataupun surat suara. Semua telah digantikan oleh sistem jaringan,’’ katanya.

Lebih Irit

Sebagai gambaran, pada Pemira tahun sebelumnya, dibutuhkan 35 rim kertas dengan kisaran harga Rp 5,5 juta. Sebaliknya pemilihan kali ini, kertas tak dibutuhkan sama sekali karena hanya, kecuali  laptop yang itu pun sudah difasilitasi universitas.

Tak mengherankan jika biayanya pun lebih irit Rp 4,5 juta. Sebab, periode lalu habis dana Rp 19,8 juta, sedangkan kini “hanya” Rp 15,3 juta.

Ketua Tim ICT Pemira BEM KM Unnes Budi Prasetyo mengakui, sistem online juga menjamin akurasi hasil. Sebab, sistem akan melakukan pengecekan dan penafsiran pada setiap pemilih yang ada pada database yang disimpan dalam sistem. Jadi, bila ada pemilih yang memberikan suara dua kali, sistem secara otomatis tidak akan melayani.

Dosen pembina tim ICT Pemira BEM KM Unnes Alamsyah MKom juga mengatakan, tingkat kerahasiaannya tinggi. “Kami sempat mengujinya dengan beberapa peretas jaringan (hacker), dan belum bisa tertembus. Padahal, pemungutan suara tidak dilakukan pada satu tempat, tetapi di tiga kampus yang terpisah, yakni di kampus Unnes Sekaran, Ngaliyan, dan Tegal,” katanya.
