Pelopori Forum Pengembang Bisnis, UNNES Hadirkan Unit Pengelola Bisnis se-Indonesia

Universitas Negeri Semarang (UNNES) selama dua hari Kamis sampai Jumat (23-24/3) menyelenggarakan Workshop Implementasi Kerja Sama Operasional (KSO) bagi Satker BLU di UTC Semarang Jalan Kelud Raya.

Ketua panitia Ikhwa Wahyudi ST MTi melaporkan, kegiatan diikuti 103 orang se-Indonesia terdiri atas 15 perguruan tinggi, 6 Rumah Sakit, Kemenristekdikti, dan Swasta, diantaranya dari Sumatera, Riau, Bengkulu, Jambi, Palembang, Padang, Makasar, Manado, Sulawesi, Gorontalo, Malang, Surabaya, Jakarta, dan Yogyakarta.

Rektor Prof Dr Fathur Rokhman MHum menyampaikan, salah satu alasan UNNES memilih model KSO dalam pengelolaan UTC yakni karena praktis dan efisien. Secara income generating juga memadai.

Sebab tujuan KSO yakni meningkatkan penyediaan pelayanan umum kepada masyarakat, mengoptimalkan daya guna dan hasil guna Aset BLU, dan meningkatkan pendapatan BLU yang dapat digunakan langsung untuk membiayai belanja BLU sesuai Rencana Bisnis dan Anggaran (RBA).

Kepala Biro Hukum Sekjen Kementerian Keuangan Rina Widiyani Wahyuningdyah menyampaikan, lahirnya Peraturan Menteri Keuangan (PMK) No. 136/PMK.05/2016 tentang pengelolaan aset BLu menjadi payung bagi BLU untuk menambah income genarating BLU. PMK ini menjadi manual book dalam penyelenggaraan KSO. KSO diselenggarakan dalam rangka meningkatkan pelayanan dalam tugas fungsi BLU.

Kepala Seksi PPK BLU II-A Direkturat PPK BLU Kemenkeu Heran Subagio menyampaikan, pengelola BLU tidak hanya bertugas mengelolan keuangan, tetapi juga mengelola aset. Jadi pengelola BLU wajib memahami aturan terkait dengan penyelenggaraan KSO.

Kepala Biro Keuangan dan Umum Sekretariat Jenderal Kemenristekdikti Moch Wiwin Darwina SE MSi menyampaikan, Pengelolaan Aset pada Badan Layanan Umum.

Ketua ULP UNNES Untoro Nugroho ST MT menyampaikan pengadaan mitra KSO dilakukan dengan mengikuti prosedur pengadaan barang dan jasa. Jangan sampai keluar dari koridor aturan yang ada.

Pembicara terakhir Staf Ahli Rektor Bidang Hukum UNNES Dr Ali Masyhar mursyid SH MH menyampaikan perjanjian kontrak KSO sudah diatur secara umum dalam permenkeu No. 136/PMK.05/2016 tentang pengelolaan aset BLu. Namun demikian aturan umum dan asas-asas perjanjian harus menginduk kepada KUH Perdata. Perjanjian/ kontrak menjadi aturan yang harus ditaati oleh para pihak

Salah satu peserta Sulhan dari Universitas Tadulako menanyakan mekanisme yang tepat pengelolaan aset. Apa kelebihan dari permenkeu No. 136/PMK.05/2016 tentang pengelolaan aset BLU dibanding dengan model biasa dalam pengelolaan aset.

Yani dari RSU Palembang menanyakan siapa yang menentukan perlu tidaknya pengelolaan aset dilakukan dengan KSO atau sewa biasa.
