Pelatihan Perhitungan Beban Kerja

    Untuk menyamakan persepsi dalam pengisian perhitungan beban kerja bagian Kepegawaian Universitas negeri Semarang (Unnes) mengadakan pelatihan perhitungan beban kerja di gedung rektorat kampus Sekaran Senin (12/3).

    “Beban kerja ditetapkan melalui program unit kerja yang selanjutnya dijabarkan menjadi target pekerjaan untuk setiap jabatan (ada 68 nama jabatan yang direkomendasikan). Dalam menghitung beban kerja harus disesuaikan dengan beban pekerjaan yang ada di unit kerja, jadi jangan dilihat kepada orang yang ada di unit kerja tersebut” kata Dra Dyah Ismayanti MEd dari Biro Kepegawaian Sekretaris Jenderal Kementerian Pendidikan dan Kebudayaan.

    Dyah juga mengemukakan dengan melaksanakan perhitungan beban kerja, Unnes nanti dapat menghitung dan menentukan jumlah beban kerja yang seharusnya dan jumlah pegawai yang dibutuhkan, sehingga Unnes dapat merencanakan kebutuhan pegawai baru dan menempatkan pegawai sesuai dengan persyaratan dan kebutuhan unit kerja, katanya.

    Pembantu Rektor Bidang Administrasi Umum Unnes Wahyono MM saat membuka pelatihan mengatakan ini adalah bagian dari reformasi birokrasi, sebagai mana kita ketahui bersama bahwa reformasi ini tidak hanya pada satu aspek saja tetapi berbagai aspek. Salah satu dari reformasi ini adalah penataan bidang kepegawaian.

    Wahyono  mengatakan  penataan ini supaya kepegawai kita ini rasional, tidak terlau gemuk dan tidak ramping sesuai dengan kebutuhan yang ada. Dalam rangka penataan itulah maka kita semua dibebani tugas untuk menyiapkan data tentang beban kerja untuk memetakkan kebutuhan tenaga di lingkungan kita pada khususnya. Sehingga kita dapat mengetahui kebutuhan tenaga di Unnes untuk tenaga kependidikan itu berapa dan tenaga dosen itu berapa.

    Kabag Kepegawai Dra Soelami melaporkan kegiatan diikuti 54 peserta pejabat yang terkait mulai dari Pembantu Dekan Bidang Administrasi Umum (PD II), Staf Ahli, Kepala Bagian Tata Usaha, Kasubbag, Asisten Direktur II Pascasarjana, dan staf terkait.

    Soelami mengatakan sanksinya sangat berat jika sebuah perguruan tinggi tidak melakukan perhitungan beban kerja. Sebab tidak bisa menganalisis kebutuhan pegawainya akibatnya berdampak pada tidak diberikan alokasi formasi untuk pegawai dari Biro Kepegawaian Jakarta.

    Perhitungan beban kerja ini ditujukan kepada semuai pegawai termasuk juga pramubakti. Untuk Rektor, Pembantu Rektor, Dekan, Pembantu Dekan, tidak usah menghitung beban kerja karena sudah dihitung sebagai dosen, kata Soelami.
