Minimal 30 Persen Lahan, Ruang Terbuka Hijau

Undang Undang (UU) Nomor 26 Tahun 2007 tentang penataan ruang mensyaratkan ruang terbuka hijau pada wilayah kota paling sedikit 30 persen dari luas wilayah kota, ini membawa konsekuensi setiap lahan yang kita tempati, idealnya minimal 70 persen digunakan untuk bangunan dan 30 persen untuk lahan hijau.

Demikian disampaikan Pembantu Rektor Bidang Kemahasiswaan Universitas Negeri Semarang (Unnes) Prof Dr Masrukhi MPd, saat pembina apel, Senin (27/1) di halaman rektorat kampus Sekaran.

“Sesuai pasal 1 ayat (31) UU tersebut, Ruang terbuka hijau adalah area memanjang atau jalur dan atau mengelompok, yang penggunaannya lebih bersifat terbuka, tempat tumbuh tanaman, baik yang tumbuh secara alamiah maupun yang sengaja ditanam,” ujarnya.

Prof Masrukhi menambahkan, sesuai pasal 29, ruang terbuka hijau terdiri dari ruang terbuka hijau publik dan ruang terbuka hijau privat, proporsi ruang terbuka hijau publik pada wilayah kota paling sedikit 20 (dua puluh) persen dari luas wilayah kota.

Bagaimana dengan perumahan tipe Rumah Sangat Sederhana (RSS)? tanya Prof Masrukhi pada peserta apel, tentu ini yang menjadi permasalahan, kajian dan evaluasi, ke depan penataan ruang harus memperhatikan keterpaduan, keserasian, keselarasan, dan keseimbangan, serta keberlanjutan.

“Unnes lima tahun yang lalu, berbeda dengan saat ini, dahulu masih semak belantara sekarang hijau royo royo, penataan inilah wujud green kampus,” katanya.

Selain itu, disampaikan pula musibah yang menimpa saudara-saudara kita, baik karena banjir, gempa maupun tanah longsor.

Atas nama Unnes, ia menghimbau kepada civitas akademika ikut andil memberi sumbangan baik berupa makanan, pakaian pantas pakai, barang maupun uang.

Unnes terus menggalakkan bantuan melalui dua posko, posko trangkil dan genuk. Silahkan dikoordinir masing masing unit kerja, bantuan barang dikumpulkan ke Kepala Biro Administrasi Umum dan Kepegawaian (BAUK) Drs Anwar Haryono MPd dan bantuan berupa uang dikumpulkan ke Biro Administrasi Perencanaan dan Keuangan (BAPK).

Sabtu (25/1), Unnes telah berhasil menghimpun tidak kurang 32 juta disumbangkan ke korban bencana banjir, dan tanah longsor, tambahnya.

Pada kesempatan itu pula, Pembantu Rektor Bidang Administrasi Umum Dr Wahyono MPd menegaskan, bantuan segera saja dieksekusi, yang berupa uang dapat juga dipotong lewat gaji. “Silahkan ditindak lanjuti di masing-masing unit kerja, segera dikumpulkan ke BAPK,” ungkapnya.
