Kolaborasi dengan KemenPANRB, UNNES Jadi Tuan Rumah Uji Publik RUU ASN

Universitas Negeri Semarang (UNNES) telah dipilih oleh Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (KemenPANRB) sebagai tuan rumah dalam acara uji publik Rancangan Undang-Undang (RUU) Aparatur Sipil Negara (ASN), Rabu (26/7/2023). Acara ini bertujuan untuk mengumpulkan masukan dari berbagai pihak terkait peraturan yang akan mempengaruhi jutaan aparatur sipil negara di Indonesia.

RUU ASN merupakan upaya pemerintah dalam meningkatkan kualitas Aparatur Sipil Negara, mengoptimalkan tugas dan fungsi mereka, serta menyesuaikan peran ASN dengan perkembangan zaman. Proses uji publik ini merupakan langkah partisipatif untuk melibatkan seluruh elemen masyarakat, akademisi, praktisi, dan pihak terkait lainnya dalam memberikan masukan berharga terhadap rancangan perundang-undangan yang disusun.

Deputi Bidang SDM Aparatur Kementerian Pendayagunaan Aparatur Negara dan Reformasi Birokrasi (PANRB) Alex Denni menerangkan, RUU ini disusun untuk menciptakan organisasi pemerintah yang lincah dan berujung pada kesejahteraan ASN.

“Harapannya, revisi undang-undang ini bisa menciptakan ASN yang profesional, serta organisasi pemerintah yang lebih lincah mengikuti dinamika global,” ungkap Alex dalam paparannya.

Sebanyak tujuh kluster menjadi fokus revisi UU ASN, yang terdiri atas pembahasan terkait Komisi ASN; penetapan kebutuhan PNS dan PPPK; Kesejahteran PPPK, pengurangan ASN akibat perampingan organisasi; penyelesaian tenaga non-ASN, digitalisasi manajemen ASN; serta ASN di lembaga eksekutif, legislatif, dan yudikatif.

Salah satu kluster yang menjadi perbincangan masyarakat adalah penyelesaian tenaga non-ASN. Pemerintah dan DPR kini terus mengintensifkan pembahasan penyelesaian tenaga non-ASN yang jumlahnya telah membengkak hingga mencapai 2,3 juta orang se-Indonesia, membengkak dari proyeksi sebelumnya yang berkisar 400.000 karena semakin banyak instansi terutama daerah merekrut tenaga non-ASN. Jumlah tenaga non ASN sebanyak 2,3 Juta yang ada saat ini juga paralel akan diaudit oleh BPKP bersama-sama BKN.

Hadir dalam kegiatan tersebut jajaran pimpinan universitas dan fakultas di lingkungan UNNES.

Rektor UNNES Prof. Dr. S. Martono, M.Si. mendukung revisi UU ini. Menurutnya, birokrasi saat ini belum optimal dalam memberikan pelayanan optimal bagi masyarakat.

Prof. Martono memberi tiga hal yang menjadi masukan kepada pemerintah. Pertama, adalah kepastian status kepegawaian. Kedua, yakni kepastian pemberian pelayanan maksimal bagi masyarakat. Ketiga adalah kesejahteraan ASN.

“RUU ini tampaknya sudah dipersiapkan dengan matang, dan kami mendukung.  Kami yakini, UU ASN ini pasti memberikan yg terbaik, terutama kesejahteran ASN. Sehingg ASN yang berkinerja tinggi, akan mendapatkan reward yang tinggi,” pungkas Prof. Martono.
