Ketua Pengembang Bisnis UNNES Sumbang Pemikiran pada Rancangan Awal Rencana Strategis Dinas Ketahanan Pangan Provinsi Jateng Tahun 2018-2023

Untuk mendukung kinerja Pembangunan Ketahanan Pangan Provinsi Jawa Tengah dalam upaya pemantapan kemandirian, kedaulatan, dan ketahanan pangan di Jawa Tengah, Dinas Ketahanan Pangan Provinsi Jawa Tengah mengadakan FGD pada tanggal 16 Oktober 2017 di Hotel C3 Ungaran.

Tim kelompok kerja Ahli Dewan Ketahanan Pangan Provinsi Jawa Tengah (Jateng) yang terdiri dari Prof Dr Budi Widianarko MSc (Perwujudan Kedaulatan Pangan yang Berdaya Saing dengan Memperhatikan Kelestarian Alam), Prof Dr Sucihatiningsih DWP MSi (Pengembangan Sistem Logistik Daerah), Dr Ir Rohadi MP (Pengembangan Pangan Lokal), dan Staf Ahli Gubernur Ir Whitono MSi berbicara tentang Pemantapan Regulasi Daerah terkait Pembangunan Ketahanan Pangan.

Prof Dr Sucihatiningsih DWP MSi yang juga Ketua Pengembang Bisnis UNNES, menjelaskan tentang Pengembangan Sistem Logistik Daerah, pada kesempatan ini dijelaskan kondisi eksisting tetapi Nilai Tukar Petani (NTP) di Jateng Fluktuatif artinya petani belum sejahtera bahkan pada tahun 2016, terdapat 7 bulan NTP di bawah 100, artinya mereka rugi. Harga beras cenderung stabil tetapi NTP petani rendah patut diduga ada permasalahan terkait sistem logistik dan distribusi beras.

Pada kesempatan itu pula, Prof Suci juga menjelaskan kondisi ideal yang ada di Jateng terdapat pasar induk untuk mengontrol pergerakan jumlah dan harga beras, menerbitkan ijin untuk distributor, sehingga memudahkan untuk melakukan kontrol, pengawasan, dan yang paling penting mencegah praktik penimbunan.

Seluruh distributor wajib berizin lakukan survey mendalam untuk mengetahui berapa hasil panen yang presisi. Bukan angka perkiraan. Melalui metode penginderaan jauh dan melibatkan penyuluh pertanian kebijakan het beras ditujukan untuk menstabilkan harga bukan meningkatkan kesejahteraan petani.

Adapun rekomendasi yang di kemukakan Prof Suci untuk pengembangan sistem logistik daerah Dinas Ketahanan Pangan antara lain Pemetaan rantai pasok dan saluran distribusi pangan dari tingkat produksi hingga tingkat konsumsi, penyiapan infrastruktur logistik berbasis komoditas, pengembangan infrastruktur cold chain, termasuk pembangunan gudang berpendingin dan penyediaan plugging reefer disimpul-simpul distribusi/transportasi.

Kemudian, peningkatan kemampuan dan jaringan penyedia jasa logistik pangan, sistem informasi komoditas melalui model Tracking & Tracing yang mudah diakses dan diadaptasi oleh seluruh user dan pengembangan sinergi antarlembaga pemerintah daerah dan pusat dalam pengelolaan logistik pangan.
