Hukum Saja Tidak Cukup, Tangkal Terorisme Melalui Keluarga

Untuk mencegah tindak pidana terorisme, hukum formal saja tidak cukup. Terorisme berkaitan dengan ideologi, politik, budaya, dan keyakinan sehingga harus ditangani dengan berbagai pendekatan.

Dosen Fakultas Hukum Unnes Dr Ali Masyar mengatakan hal itu saat berdiskusi Forum Reboan yang diselenggarakan Fakultas Hukum (FH) Unnes, Rabu (20/1). Dalam diskusi mingguan itu Ali menekankan supaya terorisme ditangani secara koordinatif oleh berbagai pihak.

“Hukum hanya menyelesaikan aspek hukum saja, padahal di bawah itu ada penyebabnya. Misalnya pada pengajian-pengajian yang disalahgunakan, kegiatan-kegiatan yang salah kerena menyimpang dengan tema dan sebagainya itu yang harus diperbaiiki. Jadi penyebab dari terorisme itulah yang diselesaikan, itu memang bukan hukum yang menyelesaikan,” katanya.

Ia mencontohkan, tindakan terorisme sering terjadi karena kesalahpahaman terhadap ajaran agama. Urusan itu mestinya ditangani oleh pemuka agama atau intelektual dengan memberikan penyadaran.

Pada saat yang berbeda, tindakan teror bisa disebabkan oleh masalah ekonomi atau ketimpangan pembangunan. Jika penyebabnya ekonomi, pencegahan terorisme harus didekati dengan pendekatan ekonomi pula.

“Yang paling penting adalah pembekalan soal pemahaman, keyakinan, itu di keluarga. Orang tualah yang memang harus mulai sejak awal mendidik agar anak-anak memiliki pemahaman agama yang jauh lebih baik, sehingga jika sudah besar keluar dari keluarga tidak akan mempan oleh bujuk rayu yang menyesatkan,” katanya.

Al hasil orang tersebut seperti dibawa alam sadar telah meyakini ajaran tertentu (ajaran sesat), itu yang perlu kita waspadai.
