Daerah Belum Tingkatkan Mutu Pendidikan

Beberapa daerah disinyalir tidak efektif dalam mengatasi masalah peningkatan mutu pendidikan. Maka dari itu, banyak desakan agar persoalan otonomi pendidikan ditinjau ulang.

Hal itu terungkap dalam Focus Group Discussion Pengembangan Model Pelaksanaan Otonomi Pendidikan Dasar dan Menengah, Senin (12/12) di gedung Rektorat Universitas Negeri Semarang. Forum tersebut dihadiri Pembantu Rektor Bidang Pengembangan dan Kerja Sama Unnes, Prof Dr Fathur Rokhman MHum dan Drs MS Mustofa MA.

Melalui forum ini, Unnes bekerjasama dengan Balai Penelitian dan Pengembangan (Balitbang) Kementerian Pendidikan dan Kebudayaan akan memberangkatkan masing-masing 10 dosen sebagai tim pengumpul data di empat wilayah, yakni Cirebon, Kabupaten Sidoarjo, Kota Bengkulu, dan Kota Mataram. “Tujuan dari  penelitian ini untuk menemukan model pelaksanaan otonomi daerah dalam pengelolaan dan penyelenggaraan pendidikan yang efektif,” kata Fathur Rokhman.

Uji coba model itu akan menawarkan model desentralisasi pendidikan yang dirancang dalam tiga prototipe, yaitu model desentralisasi asimetris, parsial, dan provinsi. Urusan dan kewenangan dalam setiap model dirancang dan disesuaikan dengan tiap-tiap model.

Pada model desentralisasi asimetris, daerah yang memiliki kekhususan, melalui struktur teritoial pemerintahan akan terakomodasi dalam suatu deviasi sosial yang memiliki kekhususan berdasarkan sejarah, etnis, bahasa, dan agama. Sedangkan desentralisasi parsial merupakan model desentralisasi dalam pengelolaan dan penyelenggaraan pendidikan dasar dan menengah yang menganut asas perimbangan.

Pada model ketiga, yaitu desentralisasi tingkat provinsi, urusan dan kewenangan dalam pengelolaan pendidikan diberikan pada pihak provinsi. Daerah atau kabupaten/kota yang berada di bawah koordinasinya harus patuh dan mengikuti.

Fathur Rokhman mengemukakan, melalui uji coba ini, Unnes bekerjasama dengan Balitbang Kemendikbud melakukan kajian secara mendalam di berbagai daerah tentang model pelaksanaan desentralisasi pendidikan. “Masalah krusial yang masih dihadapi daerah adalah masalah pembiayaan dan tenaga kependidikan. Hal ini harus ditangani secara jelas, supaya dapat meningkatkan mutu pendidikan,” katanya.

Pelaksanaan uji coba yang dikhususkan di empat wilayah tersebut akan dilakukan dua hari, yaitu antara tanggal 14 sampai dengan 17 Desember 2011. “Melalui kegiatan ini, diharapkan model pelaksanaan otonomi dapat diselenggarakan sebagai salah satu alternatif kebijakan,” tandasnya.
