Bersama MPR RI, FH UNNES Gelar FGD Penataan Kewenangan DPD

Bekerja sama dengan Majelis Permusyawaratan Rakyat (MPR) Republik Indonesia, Fakultas Hukum (FH) Universitas Negeri Semarang (UNNES)    menyelenggarakan Forum Group Discussion (FGD) “Penataan Kewenangan DPD” di Aston Hotel Semarang, Kamis (6/10).

Sejumlah pemangku kepentingan (stakeholder) hadir dalam FGD ini, seperti Ketua KPU Jateng, Ketua Bawaslu Jateng, Ketua DPRD Kota Seamrang, Komisi A DPRD Kota Semarang, PWNU Jateng, Ketua Pimpinan Wilayah Muhammadiyah Jateng, Ketua LSM Pattiro, dan LSM Democracy Watch Organisation. Selain oleh para praktisi, FGD juga dihadiri oleh sejumlah akademisi dari Undip, Unika, Unissula, dan Untag.

Terdapat tiga narasumber yang mengungkap penguatan DPD dari perspektif keilmuan masing-masing, yaitu Rektor Universitas Muhammadiyah Semarang (Unimus) Prof Dr Masrukhi MPd, Dekan Fakultas Hukum UNNES Dr Rodiyah SPd SH MSi, dan Dani Muhtada PhD.

Prof Masrukhi mengatakan, DPD sebagai lembaga negara memiliki legitimasi yang sangat kuat, karena anggotanya dipilih secara langsung oleh rakyat, namun persoalannya kemudian sampai saat ini, DPD belum menunjukkan perannya yang signifikan. Bahkan di kalangan masyarakat luas sering bertanya-tanya apa sesungguhnya kinerja riil dari DPD.

Sementara Dr Rodiyah menegaskan sebagai lembaga perwakilan yang mencerminkan perwakilan daerah, keberadaan DPD terkait erat dengan aspirasi dan kepentingan daerah. Menurutnya ini penting agar perumusan dan pengambilan keputusan nasional mengenai daerah, dapat mengakomodir kepentingan daerah itu, selain mendorong percepatan demokasi, pembanguna dan kemajuan daerah.

Lebih lanjut, Dani Muhtada menyampaikan bahwa dirinya menolak gagasan peniadaan DPD di arena politik nasional, namun justru merekomendasikan untuk memperkuat serta memperluas peran dan fungsi DPD.

Muhtada menambahkan, Penguatan peran dan fungsi itu terutama menyangkut fungsi legislasi, fungsi anggaran, dan fungsi pengawasan yang sudah dimiliki oleh DPD saat ini. Upaya penguatan dan perluasan peran DPD ini, harus didasari tekad untuk memperkuat bangunan demokrasi di Indonesia, bukan motif-motif politik jangan pendek, agar kehidupan berdemokrasi kita lebih baik, sehat, dan kokoh.

Sementara itu, Rektor Unnes Prof Dr Fathur Rokhman MHum mengatakan peran DPD sebagai keterwakilan daerah menjadi sangat penting. Sebagai representasi daerah ia berharap DPD paham dan mengerti isu-isu daerah yang diwakilinya.
