Kritisi Pemilu di Indonesia, FH UNNES Gelar Seminar Nasional

Menjelang perhelatan pesta demokrasi 2019, Fakultas Hukum (FH) Universitas Negeri Semarang (UNNES) menyelenggarakan seminar nasional bertajuk “Diskursus Tindak Pidana Pemilu di Indonesia”, Kamis (6/9).

Dalam acara yang bertempat di Hotel Grasia Semarang menekankan tentang proses-proses pemilihan umum hingga lembaga-lembaga yang berperan didalamnya. Oleh karena itu didatangkan empat panelis untuk membahas permasalahan yang sering terjadi dalam pemilu.

Dosen sekaligus ahli hukum Universitas Indonesia (UI) Prof Dr Topo Santoso SH MH menyatakan hukum pidana dapat melindungi pemilu dari berbagai penyimpangan namun penerapan sanksi pidana harus dilakukan dengan hati-hati. Oleh karena itu, peranan para ahli pidana untuk para pembuat kebijakan dan penegak hukum sangat penting.

Sedangkan Anggota Komisi Pemilihan Umum (KPU) Republik Indonesia Hasyim Asy’ari SH MSi PhD menjelaskan tentang kerangka hukum pemilu 2019 termasuk aspek-aspek dan tahapannya. Dosen FH Universitas Diponegoro ini menyoroti penanganan pelanggaran pemilu jika terbukti melakukan kecurangan dan tidak sesuai mekanisme yang ditetapkan.

Senada dengan itu, anggota Badan Pengawas Pemilihan Umum (Bawaslu) Provinsi Jawa Tengah Fajar Saka mengatakan jika masyarakat yang mempunyai hak pilih menemukan dugaan pelanggaran pemilu dapat melaporkannya ke Bawaslu. Sebab hal ini merupakan tugas serta wewenang Bawaslu sesuai dengan Undang-Undang No.15 Tahun 2011 dan Undang-undang No.7 Tahun 2017. Dirinya juga menjelaskan tentang larangan-larangan kampanye dan politik uang disertai ancaman pidananya.

Sementara itu Dekan FH UNNES Dr Rodiyah Tangwun SPd SH MSi lebih mendebatkan UU No.7 Tahun 2017 dengan Peraturan Komisi Pemilihan Umum (PKPU) No.20 Tahun 2018 tentang mantan napi yang tidak diperbolehkan mencalonkan diri menjadi anggota legislatif dalam pemilu 2019. Dosen FH UNNES tersebut memberi solusi untuk pembuat kebiajakan harus meninjau dan segera membuat kebijakan serta meningkatkan pendidikan politik pada masyarakat.

Terakhir semua berharap pada Tuhan Yang Maha Esa agar semua warga negara Indonesia turut andil menyukseskan proses pemilu 2019 nanti.
