2013, Model Pengelolaan Anggaran Berubah

Tahun 2013, model pengelolaan anggaran di Universitas Negeri Semarang (Unnes) harus berbeda dari tahun sebelumnya.

Hal itu ditekankan Rektor Prof Sudijono Sastroatmodjo saat memberi arahan pada Sosialisasi Pelaksanaan Daftar Isian Pelaksanaan Anggaran (DIPA) Tahun Anggaran 2013, Kamis (17/1), di rektorat kampus Sekaran. Selain Rektor, hadir sebagai narasumber Pembantu Rektor Bidang Administrasi Umum Wahyono MM yang berbicara dengan tema “Kebijakan Pengelolaan Anggaran 2013” dan Heri Suroso MT yang membawakan topik “Pengadaan Barang/Jasa Pemerintah”.

”Pelaksanaan anggaran tahun 2012 banyak menumpuk pada akhir tahun anggaran. Itu karena terdapat keterlambatan turunnya dana APBN-P yang DIPA-nya baru diterima tanggal 28 November 2012. Selain itu, perencanaan pengadaan barang/jasa belum dilakukan secara matang,” kata Rektor.

Harapannya pada tahun 2013 ini semua itu diubah. Kegiatan-kegiatan di fakultas dan unit-unit yang direncanakan dibiayai, namun kegiatan yang tidak direncanakan tidak akan dibiayai.

Rektor mengatakan, sesuai dengan arahan Menteri Pendidikan dan Kebudayaan (Mendikbud) pada acara rapat koordinasi perencanaan anggaran di Jakarta, 27 Desember 2012 lalu, pimpinan satuan kerja perlu belajar tentang pengelolaan anggaran.

Selain itu, tahun 2013 model pengelolaan anggaran harus berbeda dari tahun sebelumnya, tidak boleh ada yang main-main dengan pengadaan barang/jasa. Selain itu, dikoordinasikan dengan pihak yang terkat apabila ada permasalahan dan sistem monitoring harus dilakukan secara efektif di semua jenjang.

Kepala Biro Administrasi Perencanaan dan Keuangan Sutikno MSi melaporkan, kegiatan ini bertujuan untuk menyamakan persepsi pelaksanaan anggaran 2013. Itu mengingat adanya peraturan baru Menteri Keuangan Nomor 190/PMK.05/2012 tentang Tata Cara Pembayaran dalam Rangka Pelaksanaan APBN.

Kegiatan diikuti 60 peserta yang terdiri atas pejabat pembuat komitmen (dekan/pejabat yang ditunjuk), koordinator pelaksana anggaran unit (pembantu dekan bidang administrasi, Asdir II, Sekretaris Lembaga, Kabag, atau Kasubbag terkait), bendahara, dan bendahara pengeluaran pembantu di lingkungan Unnes.
