Universitas Negeri Semarang (UNNES) reaffirms its strong commitment to establishing a clean, transparent, and integrity-driven university governance system. This effort is realized through the establishment of the Gratification Control Unit as stipulated in the Rector’s Decree No. B/3641/UN37/HK.02/2024 on the Appointment of the UNNES Gratification Control Team.

The initiative serves as tangible evidence of UNNES’s implementation of good university governance principles, while supporting the university’s alignment with Sustainable Development Goal (SDG) 16: Peace, Justice, and Strong Institutions, particularly the target to reduce corruption and bribery in all their forms (Target 16.5).

Since 2023, UNNES has consistently implemented the Integrity Zone (Zona Integritas) program toward the establishment of Corruption-Free Zones (WBK) and Clean and Serving Bureaucratic Zones (WBBM) across all university units. This policy involves faculties and institutions such as the Faculty of Economics and Business (FEB), Faculty of Engineering (FT), Faculty of Law (FH), Faculty of Education (FIP), and the Institute for Research and Community Service (LPPM). Each unit has adopted six areas of transformation change management, procedural reform, human resource system improvement, accountability strengthening, internal supervision, and enhancement of public service quality — as key indicators of the Integrity Zone’s success.

UNNES Rector Prof. Dr. S. Martono, M.Si., emphasized that the university’s anti-corruption commitment is not limited to policies but has become a living culture among the academic community.

“Integrity at UNNES is not only expressed in institutional regulations but also practiced in the daily conduct of lecturers, education staff, and students. We are fostering a culture of discipline, responsibility, and ethical service professionalism,” he said.

Concrete actions have been implemented across university units. At the Faculty of Law, the Integrity Zone team conducted a benchmarking visit to the Faculty of Engineering, Diponegoro University (UNDIP) to strengthen its WBK strategy. Meanwhile, the Faculty of Engineering held the 2025 Integrity Zone Socialization event to raise anti-corruption awareness and accelerate the transition toward a clean and service-oriented bureaucracy. The Faculty of Economics and Business reinforced its six change areas, while LPPM UNNES enhanced research and community service transparency through digitalized proposal selection, expenditure logbooks, and internal system-based reporting.

This integrity movement was also reinforced through the signing of an Integrity Pact by all university officials, witnessed directly by the Deputy Chairperson of the Corruption Eradication Commission (KPK). The event highlighted that honesty and responsibility have become fundamental pillars of UNNES’s governance. In addition, UNNES ensures transparency by publicly disseminating all Integrity Zone activities and related documents through its official website, including the UNNES Integrity Zone Portal (LPPM) and faculty news sections on unnes.ac.id.

Notable publications that reflect UNNES’s consistency in fostering institutional integrity include “UNNES Officials Sign Integrity Pact Witnessed by KPK Deputy Chair,” “Faculty of Law Integrity Zone Benchmarking Visit to UNDIP,” “Faculty of Engineering Integrity Zone Socialization 2025,” and “FBS and FIP UNNES Declare Integrity Zones toward WBK and WBBM.”

Through these initiatives, UNNES demonstrates its dedication to developing a clean, accountable, and transparent higher-education governance system. The establishment of Integrity Zones and the Gratification Control Unit directly support SDG 16.5 (reducing corruption and bribery), strengthen SDG 16.6 (building effective, accountable, and transparent institutions), and advance SDG 16.7 (ensuring responsive, inclusive, participatory, and representative decision-making). Furthermore, inter-faculty and inter-institutional collaboration in implementing the Integrity Zone also contributes to SDG 17: Partnerships for the Goals, emphasizing cross-sectoral synergy in promoting justice-based governance.

Through comprehensive policies, transparent publications, and practical implementation at all institutional levels, UNNES positions itself as a university of integrity a corruption-free, service-oriented institution. This commitment not only supports bureaucratic reform but also strengthens UNNES’s role as a Conservation University and Impactful Campus, upholding honesty, ethics, and social responsibility in every academic and administrative activity.
