UNNES Procurement Policy Covers Suppliers and Construction Services Through Institutional Oversight
SEMARANG – Universitas Negeri Semarang (UNNES) regulates the procurement of goods and services through Rector Regulation No. 79 of 2024 on Procurement Guidelines. The regulation provides the institutional framework for purchasing goods and services, including supplies, equipment, and construction-related work. It establishes the basis for managing procurement through formal procedures and accountability requirements.

The policy is relevant to external suppliers and contractors involved in university operations. UNNES publishes procurement regulations, procurement plans, and electronic procurement services through its official Public Information and Documentation Management Office (PPID). These channels provide public access to information about the university’s procurement framework and opportunities for suppliers.
Oversight also forms part of the university’s institutional management. On 13 January 2025, UNNES’s Internal Audit Unit (Satuan Pengawas Internal or SPI) submitted its 2024 audit report to the Rector. According to the university’s official publication, the report covered financial management, assets, human resources, information technology, regulatory compliance, and the efficiency and effectiveness of resource use. The published report announcement, however, does not specify environmental findings from contractor or building-maintenance audits.

UNNES has also published information about a field verification conducted by the Ministry of Agrarian Affairs and Spatial Planning/National Land Agency (ATR/BPN), accompanied by the university’s asset team. The inspection covered land boundaries, the use of new buildings, and supporting facilities, with the aim of checking compliance with spatial regulations. While this provides an example of oversight related to campus infrastructure, it should not be interpreted as an environmental audit of construction contractors.
These publicly available records show that UNNES has formal procurement procedures and institutional oversight mechanisms relevant to external suppliers and campus infrastructure. Further documentation from the university would be needed to establish whether environmental criteria are specifically assessed during contractor audits, what findings have been recorded, and what corrective actions have been required.
