Tahun 2014 DP3 Berubah Jadi SKP

Daftar Penilaian Prestasi Pegawai (DP3) Pegawai Negeri Sipil (PNS) yang dilakukan penilaian setiap tahun oleh atas langsung PNS merupakan keniscayaan dalam menilai kinerja Pegawai Negeri Sipil. Penilaian tersebut menjadi syarat setiap PNS yang mengajukan kenaikan pangkat.

Pembantu Rektor Bidang Administrasi Umum Dr Wahyono MM, dalam sambutan acara Lokakarya Kompetensi dan Penilaian Sasaran Kerja PNS Sabtu (14/9) di Rektorat kampus Sekaran mengatakan bahwa Penilaian Kinerja PNS harus dilakukan secara objektif.

“Kalau pegawai itu baik, kinerja bagus, mestinya DP3 baik, suatu saat ada yang datang ke saya mengatakan bahwa si A kinerja kurang baik, dengan berbagai alasan begini –begini, tetapi setelah dicek DP3nya baik, bagaimana ini? tentu saja hal ini jangan sampai terjadi”, katanya.

Menurut Wahyono, mulai tahun 2014 DP3 berganti jadi Sasaran Kinerja Pegawai (SKP), sebagai seorang pimpinan hal baru ini, harus segera disosialisasikan ke staf bawahan, dosen agar mereka memahami perubahan ini, dan diimplementasikan, “narasumber yang kita hadirkan silahkan dikuras habis ilmunya, semakin ilmu dikuras tidaklah berkurang, bahkan ilmunya akan semakin berkembang”, tegasnya.

Acara yang diikuti PD2, Kepala Biro, Ketua Lembaga, Kepala Badan, Kepala UPT, Kabag dan Kasubbag itu menghadirkan pembicara dari Badan Kepegawaian Negara (BKN) Yulianus dengan memaparkan cara menyusun Sasaran Kinerja Pegawai.

Yulianus mengemukakan bahwa SKP merupakan sasaran kinerja dan target kerja tahunan PNS, selama satu tahun, apa yang akan dilakukan oleh pegawai, “SKP mempunyai bobot 60% dan 40% penilaian dari aspek behavior, penilaian SKP ini untuk menentukan berapa besaran remunerasi yang akan diterima oleh PNS”. tandasnya

    Mau bertanya, kalau syarat kepangkatan adalah nilai di DP3 harus tidak ada nilai cukup, nah apakah untuk setelah diberlakukan SKP, jika ada nilai cukup pada tiap komponen PKP saja atau nilai total akhir yang tidak boleh cukup, masih bisa diusulkan kenaikan pangkat?? contoh : nilai pada item disiplin = cukup, namun setelah di total antara nilai SKP + PKP ternyata baik, apakah dalam kasus ini masih bisa diusulkan naik pangkat??
