Menurut Permendagri (2008), beban kerja adalah besaran pekerjaan yang harus dipikul oleh suatu jabatan/unit organisasi dan merupakan hasil kali antara volume kerja dan norma waktu. Beban dapat diartikan juga susuatu yang menjadi tanggungan seseorang atau sekelompok orang, jika beban tersebut mampu diatasi maka artinya beban tersebut tepat dengan kondisi keadaan pengangkat bebannya pada saat tersebut, akan tetapi jika bebannya terlalu berat maka pasti akan ada lebihan waktu yang diperlukan untuk menyelesaikan keseluruhan beban menjadi hasil pekerjaan.

Kementerian Riset, Teknologi dan Pendidikan Tinggi melalui Sekretaris Jenderalnya Bapak Ainun Naim telah mengeluarkan Surat Nomor B/424/A.A2/KP.01.00/2019 perihal Pengangkatan Pegawai non-PNS/non-PPPK, dalam Surat tersebut tertuang dalam Butir 1. bahwa : Sesuai Pasal 96, antara lain dinyatakan bahwa Pejabat Pembina Kepegawaian dan pejabat lain di lingkungan instansi pemerintah dilarang mengangkat Pegawai non-PNS dan/atau non-PPPK untuk mengisi jabatan ASN. PPK dan pejabat lain yang mengangkat pegawai non-PNS dan/atau non-PPPK untuk mengisi jabatan ASN dikenakan sanksi sesuai ketentuan peraturan perundangundangan.

Melalui surat diatas jelas bahwa yang dahulu Pejabat Pembina Kepegawaian (PPK) dapat mengangkat sendiri untuk kebutuhan pemenuhan bebannya sekarang menjadi tidak bisa melakukan hal tersebut. namun bukan berarti menutup seratus persen pintu masuk penerimaan pegawai, karena menurut butir selanjutnya dinyatakan bahwa “Berkaitan dengan adanya larangan mengangkat pegawai non-PNS/non-PPPK, apabila Unit Kerja membutuhkan pegawai untuk mengisi kekosongan jabatan ASN, dapat segera mengajukan kebutuhan pegawai melalui pengajuan usul formasi CPNS dan/atau PPPK, setelah melakukan penataan/penempatan pegawai pada peta jabatan  masing-masing.” yang artinya menyatu pintukan penerimaan pegawai di Pemerintah Pusat.

Pada kesempatan yang sama juga Iwan Nafi’ Budi Prayitno, S.Kom (Kasubbag Pendidik) menyampaikan beberapa aturan tentang Disiplin Pegawai. Diantaranya: bahwa Pemerintah tidak pernah memberhentikan tidak dengan hormat, semua pegawai pemerintah yang menerima pemberhentian pasti diberhentikan dengan hormat.
