Di penghujung tahun 2016 kemarin ada dua doktor baru Pascasarjana Universitas Negeri Semarang (Unnes). Keduanya berasal dari program studi Manajemen Kependidikan, Yuli Rifiani dan Suharto berhasil meraih gelar doktor pendidikan pada Jumat 30 Desember 2016, di kampus Bendan Ngisor Pascasarjana Unnes.

Yuli Rifiani, S.Pd., M.Pd. dengan disertasi “Pengembangan Model Manajemen Pembiayaan Wajib Belajar Pendidikan Dasar Sembilan Tahun Berbasis Sekolah di Kabupaten Kudus” menjadikannya doktor ke-240 lulusan Unnes. Dia mengungkapkan, sejak 2015 pendidikan dasar negeri di Kabupaten Kudus tidak diijinkan menerima sumbangan dari orang tua wali dengan alasan terpancang oleh aturan dari amanat Undang-Undang keuangan negara. Sementara sumber pembiayaan sekolah berasal dari Bantuan Operasional Sekolah (BOS) yang diambil dari APBN dan APBD Kabupaten. “Ini memunculkan pertanyaan yang realistis, sama-sama mengeluarkan dana yang banyak untuk menutup kekurangan biaya operasional, mengapa tidak sekalian ditujukan untuk peningkatan kualitas pendidikan dasar,” jelasnya.

Maka, dalam rangka mengupayakan keleluasaan pembiayaan untuk mendukung pengembangan potensis siswa dibutuhkan pengelolaan pembiaayan yang terprograms secara menyeluruh dengan manajemen pembiayaan. Hasilnya, model ini memberikan solusi terhadap penganggaran berdasar program unggulan yang ditetapkan sekolah.”Untuk itu disarankan agar kepala SD dan SMP Negeri menyusun program unggulan terlebih dahulu sesuai dengan visi, misi, dan tujuan sebagai dasar untuk mengembangkan dan meningkatkan prestasi sekolah,” katanya.

Ir. Suharto, M.Pd., dosen Politeknik Negeri Semarang (Polines) berhasil mempertahankan disertasi “Pengembangan Model Manajemen Pendidikan Vokasi Kemitraan Industri Bidang Rekayasa”.

Menurutnya, memasuki perdagangan bebas Masyarakat Ekonomi ASEAN (MEA) dan Asia Pasific Economic Cooperation (APEC) memungkinkan arus barang, jasa, tenaga kerja, modal, dan investasi antar negara ASEAN terjalin tanpa hambatan. Ini perlu didukung dengan Sumber Daya Manusia (SDM) yang profesional dan terampil. “Perlu dibuat model manajemen pendidikan tinggi vokasi dan panduan operasional guna meningkatkan kinerja manajemen institusi pendidikan, kepercayaan industri, serta meningkatkan mutu dan relevansi lulusan terhadap dunia kerja,” kata lelaki lulusan ke-241 Unnes ini.

Hasil uji coba terbatas di Polines, Politeknik ATMI , Polman Ceper, Polman Bandung, dan Akademi Teknik PIKA menghasilkan tingkat keefektifan 3,6; keefisienan 3,0; dan kepraktisan 2,7. Artinya model manajemen pendidikan tinggi vokasi ini dinyatakan layak, efisien dan praktis.

Namun, menurut Suharto, program kemitraan pendidikan tinggi vokasi dan industri tidak cukup dengan uji kelayakan tapi harus dicoba sampai dengan menghasilkan kinerja manajemen yang terukur mulai dari kepemimpinan, relevansi, atmosfir akademik, tata kelola manajemen, sustainbility, dan efektifitasnya.
