PANDUAN PENGAJUAN USULAN HIBAH
PENULISAN BUKU TEKS PROGRAM PASCASARJANA
UNIVERSITAS NEGERI SEMARANG

A.    Ketentuan Umum
Penulisan Buku Teks Perguruan Tinggi yang dikelola oleh Program Pascasarjana Universitas Negeri Semarang (PPs UNNES) melalui Gugus Penelitian dan Pengabdian Masyarakat (GPPM) ini, terbuka bagi semua dosen PPs UNNES terutama bagi yang telah memiliki naskah buku teks pembelajaran yang diturunkan dari pengalaman hasil penelitiannya selama ini, ditambah dengan hasil penelitian orang lain yang dilakukan di Indonesia dalam bidang ilmu apapun tetapi belum diterbitkan dan belum pernah dibiayai oleh lembaga lain. Akan tetapi program ini tidak dimaksudkan untuk menulis ulang Tesis atau Disertasi menjadi sebuah buku. Argumentasinya, tidak sedikit jumlah dosen PPs UNNES yang telah berpengalaman dalam melakukan penelitian selama ini, namun belum sempat menerbitkan dalam bentuk buku teks seperti yang diminta dalam berbagai hibah penelitian.  Banyak Dosen PPs UNNES yang selama ini berhasil mengikuti program penelitian multitahun seperti; Hibah kompetensi, Hibah Stragnas, Rapid, Hibah Pascasarjana, Hibah Bersaing, Fundamental, dan Hibah Unggulan Perguruan Tinggi, serta Riset Unggulan lainnya. Dengan demikian, dosen tersebut dipandang telah menguasai state of the art dalam bidang keahliannya. Pengalaman tersebut sepatutnya dapat dimanfaatkan sebagai modal dasar untuk menulis buku teks.  Namun sangat disayangkan jumlah buku teks yang ditulis dosen PPs UNNES masih sangat sedikit jika dibandingkan dengan jumlah dosen yang tercatat di PPs UNNES masih sangat langka.
Program hibah ini diutamakan tidak untuk membiayai penyiapan atau penerbitan naskah buku yang belum disiapkan atau laporan penelitian, tetapi lebih diutamakan untuk membantu penyempurnaan penulisan, atau penggandaan naskah akhir, bagi dosen penulis buku teks yang dimaksud dan belum mendapatkan dana bantuan. Program hibah ini lebih diutamakan lagi untuk membantu pembiayaan penulisan buku teks hasil penelitian yang berbasis pengembangan prodi di PPs UNNES. Dengan demikian, PPs UNNES melalui GPPM mengharapkan bagi semua dosen PPs UNNES yang telah memiliki buku teks jadi atau naskah cetak (blue print) buku teks tersebut dapat segera mengisi formulir dan mendaftarkan diri agar dapat diikutkan dalam seleksi selanjutnya untuk dapat mendapatkan dana hibah tersebut.
Berbagai hal lain yang berkaitan dengan hibah ini, diharapkan untuk segera disiapkan. Jika naskah buku teks yang telah memperoleh dana bantuan ini nanti diterbitkan oleh penerbit komersial, maka hak penulisan dan pengarangan serta royalti, tetap masih berada pada penulis buku teks tersebut.  Namun demikian, hak kepemilikan royalti tersebut selain tetap menjadi hak penulis buku teks juga menjadi hak milik PPs UNNES.  Royalti yang dimaksud dalam hal ini adalah suatu penghargaan yang perlu diraih untuk menggerakkan perguruan tinggi berotonomi. Perlu ditambahkan bahwa kredit kum penulisan buku teks menurut peraturan kenaikan pangkat yang baru cukup menarik dalam bidang ilmu apapun serta menjadi salah satu syarat agar prodi yang ada di PPs mendapatkan nilai akreditasi baik.

B.    Maksud dan Tujuan
Program hibah ini bertujuan untuk memacu para dosen PPs UNNES untuk terus aktif meneliti dan terus menulis, khususnya menulis buku teks. Kegiatan seperti ini dimaksudkan untuk lebih memperkaya wawasan ilmiah seorang dosen dalam kegiatan meneliti dan mengajar di PPs UNNES. Selanjutnya, juga akan lebih mempermudah, serta memotivasi dan mendorong para mahasiswa di PPs UNNES untuk ikut aktif terlibat dalam penelitian tersebut dan proses pembelajarannya, karena buku teks yang dihasilkan oleh dosen tersebut akan menjadi sarana belajar atau pemahaman ilmu yang bermanfaat di PPs UNNES.

C.    Persyaratan Penerima Hibah
Program ini terbuka bagi semua dosen PPs UNNES yang telah mempunyai naskah buku teks yang belum terbit dan belum pernah mendapat dana hibah ini. Program ini tidak diperuntukkan bagi dosen PPs UNNES yang pernah menerima hibah buku teks.  Jenis buku yang dapat diajukan untuk mendapatkan biaya penerbitan dari program ini adalah buku ajar, monograf, kompendium, pengayaan pembelajaran atau modul pengajaran, yang didasarkan pada data hasil penelitian yang diselenggarakan di Indonesia serta telah memiliki ISBN. Naskah buku teks yang dimaksud tersebut lebih diutamakan hasil penelitian berbasis pengembangan prodi yang ada di PPs UNNES.  Selain itu, naskah tersebut bukan merupakan revisi buku teks yang sudah terbit, dan bukan hasil terjemahan atau saduran, sehingga dengan sendirinya tetap harus bebas dari plagiarisme. Naskah buku yang diajukan harus sudah lengkap dan siap dicetak.
Unsur naskah buku teks yang harus ada: (1) Prakata, (2) Daftar Isi, (3) Isi Pokok  Buku yang terbagi dalam bab serta sub bab atau bagian, beserta tujuan instruksionalnya, (4) Daftar Pustaka, (5) Glosarium, (6) Indeks (sebaiknya ada).
Naskah buku teks tersebut beserta persyaratanya dapat dikirimkan ke PPs UNNES melalui GPPM yang terdiri atas:
1. Surat pengantar
2. Tiga buah buku teks yang telah jadi, atau Satu salinan naskah buku yang diketik dengan komputer huruf Times New Roman (font 12) pada kertas ukuran A4 dengan jarak 1,5 spasi, beserta softcopy dalam CD. Jumlah halaman buku tidak kurang dari 200 halaman, tidak termasuk Prakata, Daftar Isi, dan Lampiran.
3. SK terakhir pengangkatan sebagai dosen tetap perguruan tinggi yang bersangkutan.
4. Biodata setiap penulis berisi
a. Nama, alamat kantor dan rumah, nomor telepon/faks kantor, rumah, dan alamat email
b. Riwayat pendidikan sejak tingkat sarjana (S-1) hingga S3 atau Profesor
c. Nama mata kuliah yang diasuh di PPs UNNES
d. Jumlah mahasiswa bimbingan yang telah memperoleh Diploma (D), Sarjana (S-1), Magister (S-2), dan Doktor (S-3).
e. Penelitian yang pernah dilakukan dengan sponsor yang membiayai
f. Daftar tulisan yang diterbitkan dalam berkala ilmiah.
5. Surat pernyataan di atas kertas segel yang memuat:
a. Bahwa buku teks tesebut belum pernah diterbitkan dan bebas dari plagiarisme
b. Bahwa semua penulis (bila lebih dari seorang) bersedia menuntaskan naskah buku sesuai yang ditentukan di dalam perjanjian hibah
c. Menyebutkan bidang ilmu berdasarkan “konsorsium” ilmu (Agama, Sastra/Filsafat, Pendidikan, Hukum, Ekonomi, Sosial, Pertanian, MIPA/Farmasi, Teknik, Psikologi, Kesehatan/Olahraga, dan Seni) dan Prodi yang bersangkutan di PPs UNNES.
d. Pengesahan surat pernyataan oleh Direktur PPs UNNES atau Ketua LP2M UNNES.
6. Pendamping
a. Setiap pengusul diperbolehkan mengajukan calon yang sesuai untuk menjadi pendampingnya. Untuk itu dipersyaratkan bahwa calon pendamping tidak berasal dari satu lembaga, memiliki bidang kepakaran sesuai dengan bidangnya, bersedia dan punya waktu untuk melakukan pendampingan, punya pengalaman menulis buku, punya kelayakan akademis sebagai pembimbing, tidak punya benturan kepentingan dengan naskah dan penulis yang akan didampingi. Oleh karena itu diharapkan CV calon pendamping yang bersangkutan dapat dilampirkan pula.
b. Penunjukan pendamping menjadi kewenangan PPs UNNES, sehingga ada kemungkinan bahwa yang ditunjuk adalah pakar lain.
7. Hal-hal lain yang harus diperhatikan dan dipenuhi sebagai peryaratan dalam penulisan buku teks di PPs UNNES pada periode tahun anggaran 2012 adalah sebagai berikut.
a.    Dalam bagian Prakata harus dituliskan mengapa buku teks tersebut ditulis, siapa khalayak pengguna buku, bagaimana struktur buku, dan apakah ada pesan khusus bagi pengguna buku yang dimaksud.
b.    Pembagian bab sebaiknya merata atau seimbang dan konsisten banyaknya sub-bab: tidak dibenarkan ada bab yang terlalu banyak mengandung sub-bab, tetapi ada pula bab yang tidak mengandung sub-bab.
c.    Tujuan mempelajari setiap bab (tujuan instruksional) sebainya dituliskan juga dan mencerminkan standar kompetensi yang dituju.
d.    Buku teks atau naskah yang ditujukan  untuk mahasiswa sebaiknya dilengkapi dengan pertanyaan soal latihan dan cara pemecahan soal.
e.    Menggunakan bahasa Indonesia yang baku dan standar EYD.
f.    Jika digunakan istilah asing harus taat azas dan standar serta tidak terlalu banyak.
g.    Ada glosarium untuk istilah penting, baik berupa padanan atau sebagai penegasan definisi istilah yang digunakan dalam isi buku teks yang dimaksud.
h.    Jika ada Ilustrasi dalam buku hanya untuk menjelaskan teks yang dibuat sendiri oleh penulis, dan bukan ilustrasi hasil jiplakan dari sumber asing tanpa memperhatikan masalah HKI.
i.    Buku teks yang dimaksud bukan penulisan ulang disertasi atau tesisnya
j.    Gaya penyajian bukan berupa catatan kuliah atau media pembelajaran
k.    Sebaiknya ada indeks yang minimal sebagai kata kunci di setiap babnya
l.    Buku teks yang akan dibantu pembiayaannya oleh PPs UNNES pada periode ini lebih diutamakan yang merujuk pada hasil-hasil penelitian di dalam negeri, khususnya yang berbasis pengembangan prodi di PPS UNNES. Jika tidak ada penelitian yang berbasis prodi, maka harus tetap merupakan hasil penelitian sebagaimana yang diinginkan dalam program penulisan buku teks di Indonesia selama ini. Buku teks yang dimaksud bukan saduran dari buku teks berbahasa asing yang diterjemahan dan bukan pula kumpulan “kliping”.

D. Mekanisme Seleksi dan Evaluasi
1. Naskah dari pengusul akan diseleksi oleh suatu tim dan dievaluasi berdasarkan persyaratan administrasi dan kriteria penilaian yang telah ditentukan.
2. Kriteria penilaian antara lain: kesiapan naskah, kelengkapan unsur suatu buku teks, kaitan bahan yang dibahas dan hasil penelitian yang dilakukan di Indonesia, kemutakhiran pustaka, rekam jejak peneliti, produktivitas publikasi artikel ilmiah, keterkaitan naskah dengan pengajaran dan penelitian, keterbacaan naskah dengan jelas, kualitas ilustrasi, khalayak pembaca, dan kriteria lainnya yang mendukung.
3. Pada tahun anggaran 2012 ini, tim akan menentukan 5 naskah buku yang akan diberi hibah, dan dimungkinkan dapat ditambah sesuai kualitas dan kuantintas peserta serta dana yang tersedia di PPs UNNES.
4. Penulis atau penulis pertama dari naskah buku yang telah terpilih akan diundang ke PPs UNNES untuk penandatanganan kontrak penerimaan dana hibah.
5. Dana insentif hanya diberikan untuk satu judul buku teks atau naskah cetak kepada satu orang penulis pertama atau ketua tim (jumlah penulis tidak lebih dari tiga orang) dengan dana sejumlah maksimal Rp15.000.000 (lima belas juta rupiah), dan jika masih bentuk naskah harus telah direvisi menjadi buku teks jadi dan diserahkan serta diseleksi oleh PPs UNNES sesuai dengan jadwal yang ditentukan di dalam perjanjian kontrak tersebut.

E.    Jadwal  Kegiatan
Buku teks atau naskah buku tersebut segera saja diajukan, selambat-lambatnya harus sudah dapat diterima paling lambat tanggal 15 September 2012 ke Program PPs UNNES melaui GPPM PPs UNNES. Para pengusul yang terpilih akan diumumkan pada akhir bulan September 2012. Selanjutnya, PPs UNNES akan mengundang peserta terpilih untuk penandatanganan kontrak pemberian dana insentif tesebut. Setelah bulan Oktober dana intensif baru dapat diberikan berdasarkan bukti fisik buku teks yang telah selesai ditulis sesuai dengan kontrak perjanjian yang telah ditandatangani. Buku Teks yang di serahkan ke PPs UNNES tersebut harus sudah dicetak dan sudah ber ISBN sejumlah minimal 3 eksemplar dengan bukti lain yang dituliskan pada cover buku tersebut bahwa buku teks telah didanai oleh PPs UNNES sesuai nomor kontrak yang bersangkutan.

TEXT BOOK WRITING GRADUATE PROGRAM OF

SEMARANG STATE UNIVERSITY

 

1. A.        General Requisites

 

College Textbook Writing for Undergraduate Program administered by Semarang State University’s Post Graduate Programe (PPs UNNES) through the Cluster Research and Community Service (GPPM) is opening to all faculty at PPs UNNES especially for those who already have a script textbook lessons derived from the experience of his research combine with the results of other people’s research which have been done in Indonesia in the field of science but have not published and and have not been funded yet by other agencies. However, the program is not intended to rewrite the thesis or dissertation into a book. That because of,  the number of lecturers in PPs UNNES who are experienced in doing research for this, but have not been published in book form as required text in a variety of research grants. Many lecturers of PPs UNNES have successfully completed multiyear research program such as competence Grant, Grant Stragnas, Rapid, Grant for Postgraduate, Competitive Grant, Fundamental, and a seed grant universities, and other Competitive Research. Thus, the lecturer is considered to have mastered the state of the art in the field of their expertise. The experience should be used as the basis for writing a textbook. Unfortunately the number of textbooks written by the lecturer of PPs UNNES is still very small compared with the number of faculty listed in PPs UNNES.

The grant program is preferred not to fund the preparation or publication of text books or research reports have not been prepared, but preferred to help improve writing, or copying the final manuscript, the professor is the author of a textbook and not get financial aid. This grant program are preferred again to help finance textbook writing research-based study programs in PPs UNNES development. Thus, PPs UNNES through GPPM expect for all PPs UNNES lecturers who already have a book or manuscript text in print (blue print) textbook can immediately fill out the form and sign up to be included in the next selection to be able to get the grants.

Various other matters relating to the grant, expected to be prepared. If the textbook manuscript that has obtained a grant was later published by commercial publishers, writing and composing the rights and royalties, would still be the author of the textbook. However, the ownership rights are in addition to royalties remain the textbook writers also become the property of PPs UNNES. Royalties are referred to in this case is an award that needs to move the college achieved autonomy. It should be added that the credit kum writing textbooks according to the rules of the new promotion is quite interesting in any field of science as well as being one of the conditions that Prodi is in PPs getting good value accreditation.

1. B.           AIMS

The grant program aims to encourage the lectures of PPs UNNES to continue, actively investigate and keep writing, especially writing text books. Events like it’s meant to further enrich a lecturer in scientific research and teaching activities in the PPs UNNES. Furthermore, it will also easier, as well as motivate and encourage students to participate in PPs UNNES actively involved in the research and learning process, because the textbooks produced by their lecturer will be means of learning useful knowledge or understanding in the PPs UNNES.

 

1. C.         Requisite for Grantee

The program is open to all of lecturers of PPs UNNES who already have a script that has not been published as a text books and have not  got the same grants yet. This program is not intended for lecturers of PPs UNNES who had received grants for textbooks making. The kind of book that can be submitted for publication costs of this program are textbooks, monographs, compendia, enrichment learning or teaching module, which is based on the findings of research conducted in Indonesia and has an ISBN. Text manuscript in question preferably research-based study programs that exist in the development of PPs UNNES. In addition, the script is not a revision of textbooks that have been published, and not the result of translation or adaptation, so that in itself should still be free from plagiarism. The manuscript submitted must be complete and ready to be printed.

Elements of the manuscript text must consist of: (1) Introduction, (2) Table of Contents, (3) Main Contents The book which is divided into chapters and sub-chapters or sections, along with its instructional goals, (4) References, (5) Glossary , (6) Index (supposed to be existed). The text of the manuscript may be sent to its requirements on PPs UNNES through GPPM comprising:

1. Recommendation Letter
2. Three textbooks that have become, or one copy of the typed manuscript with a computer font Times New Roman (font 12) on A4 size paper with 1.5 spacing, along with soft copy in CD. The number of pages the book is no less than 200 pages, excluding Preface, Table of Contents, and Appendix.
3. Recent SK appointment as university lecturer concerned.
4. CV of each author contain:
   1. The name, office address and home telephone number / fax office, home, and e-mail address
   2. History of education from the undergraduate level to doctoral level or Professor
   3. Major subjects are raised in PPs UNNES
   4. The number of students who have obtained the Bachelor, undergraduate, Master, and PhD.
   5. Study conducted by the fund from the sponsor.
   6. List of writings published in the scientific periodicaly.
   7. Statement Letter which was written at legal paper which consist of:
   8. That the text books have not been published yet and are free from plagiarism
   9. That all authors (if more than one) are willing to complete the manuscript corresponding specified in the grant agreement
   10. Mention science based “consortium” of science (Religion, Literature / Philosophy, Education, Law, Economics, Social, Agriculture, Mathematics / Pharmacy, Engineering, Psychology, Health / Sports, and the Arts) and Majority concerned in PPs UNNES.
   11. Ratification of an affidavit by the Director of PPs or the Chairman of LP2M UNNES.

 

1. Running Mate
2. Each proposer is allowed to nominate candidates for consideration as a running mate. For it is required that the candidate companion did not come from a single institution, has a field of expertise according to their field, willing and have the time to provide guidance, have the experience to write a book, have academic eligibility as a mentor, has no conflict of interest with the script and the writer will be accompanied. It is therefore expected that the companion candidate concerned CV can be attached as well.
3. The appointment of the authority of PPs UNNES companion, so it is possible that other experts are appointed.

 

1. Some details that have to be recognized and filled as the requirenments of creating the textbook at PPs UNNES in fiscal year 2012 are as follows:
   1. In the Introduction, it should be written down the reason why the textbooks were written, who are the users of the text book, how is the structure of the book, and whether there is a special message for users of the book or not.
   2. Division or section should be evenly balanced and consistent number of sub-sections: it is not justified if there are too many chapters contain sub-chapters, but there are also chapters that do not contain sub-chapters.
   3. Purpose of studying each chapter (instructional objectives) should be written and reflects the competency standards of the field.
   4. Texts or manuscripts intended for students should be equipped with the exercises and how to solve the problem.
   5. Using standard of bahasa Indonesia (EYD).
   6. If you use a foreign term you have to obey the principles and standard of writting. It will be better if you don’t use it too much.
   7. There is a glossary for important terms, either equivalent or as an assertion of definitions of terms used in the text of the book in question.
   8. If there are illustrations in the book just to explain the text created by the author, and not the illustrations were traced from foreign sources without regard to IPR issues.
   9. Textbook is not rewriting of a dissertation or thesis
   10. Style of presentation is not in the form of lecture notes or media learning
   11. There should be a minimal index as a keyword in each chapter
   12. Textbooks will be assisted financing by PPs UNNES this period preferred referring to the results of research in the country, especially those based on PPs Unnesof each majority development. If there is no research-based study programs, it should remain a research program as it was intended in the writing of textbooks in Indonesia all along. Textbook is not the adaptation of foreign language textbooks, nor a collection transleted “clipping”.

 

 

 

1. D.        The Selection and Evaluation Mechanism

 

1. The text of the proposer will be selected by a team and are evaluated based on administrative requirements and assessment criteria have been determined.
2. Assessment criteria include: readiness script, completeness elements of a textbook, the material terms of which are discussed and the results of research conducted in Indonesia, up to date literature, research track record, productivity publishing scientific articles, text link with teaching and research, with clear text legibility, quality of the illustrations, reading public, and other criteria that support.
3. In fiscal year 2012, the team will determine the fifth draft of the book that will be given a grant, and it is possible to be added more grants  according to the quality and quantity of participants and funds available in the PPs UNNES.
4. The author or the first author of the manuscript that has been selected will be invited to the signing of a contract for the PPs UNNES receipt of grant funds.
5. Incentive funds only given to one of the titles printed text or manuscript to the first person or team leader writer (author number no more than three people) with a maximum amount of funds Rp15.000.000 (fifteen million rupiahs), and if still in manuscript form have been revised to be textbook and submitted and selected by the PPs UNNES in accordance with the schedule specified in the contract agreement.

 

 

 

1.  Time Scedule of the Events

 

The textbook or article should be proposed as soon as possible with the deadline 15 of September 2012 to PPs UNNES by GPPM of PPs UNNES. The repeater who are chosen will be announced on September 2012. Then, PPs Unnes will invite those chosen to sign the contract. The textbook which will be submitted to PPs Unnes must be printed with ISBN 3 copies which are written in those covers that those book are made for PPs Unnes as the requirenments of the grant.
