Pondok pesantren merupakan lembaga pendidikan Islam yang unik ,yang didirikan karena adanya tuntutan dan kebutuhan zaman . dan apabila dilacak kembali sesungguhnya pesantren dilahirkan atas kesadaran adanya kewajiban da’wah Islamiyah, sekaligus mencetak kader-kader ulama’ dan da’i.  Melalui  disertasi berjudul  “Model Manajemen Pengembangan Sumber Daya Manusia Berbasis Kompetensi Pondok Pesantren Salaf Dalam Mewujudkan Ustadz Berkualitas” , Nur Uhbiyati, mendeskripsikan dan menganalisa model manajemen pengembangan sumber daya manusia Pondok Pesantren SALAF API Tegalrejo Magelang guna mewujudkan ustadz berkualitas yang secara rinci mendeskripsikan dan menganalisis  (1) Sosok dan karakter Pondok Pesantren Salaf API Tegalrejo Magelang. (2) Kriteria ustadz berkualitas di Pondok Pesantren SALAF API Tegalrejo Magelang. (3) Manajemen pengembangan sumber daya manusia/ustadz berbasis kompetensi di Pondok Pesantren SALAF API Tegalrejo Magelang. (4) Tawaran Model manajemen pengembangan sumber daya manusia/ustadz di Pondok Pesantren SALAF API Tegalrejo Magelang.

Temuan hasil penelitian menunjukkan bahwa: (1) Pondok Pesantren API Tegalrejo adalah pondok pesantren salaf dengan ciri-ciri: (a) hanya mengajarkan ilmu-ilmu pengetahuan keislaman saja, (b) metode pembelajarannya bandongan/weton dan sorogan, (c) menganut faham Ahlus Sunnah wal Jama’ah. (2) Kriteria ustadz berkualitas: memiliki kualifikasi akademik pendidikan lulus tingkat terakhir Pondok Pesantren Salaf API Tegalrejo; memiliki salah satu dasar-dasar ketrampilan; memenuhi standar kompetensi ustadz yaitu: profesional religius, personal religius dan sosial religius (3) manajemen pengembangan sumber daya manusia/ustadz berbasis kompetensi, merupakan bagian dari sistem manajemen SDM ustadz berbasis kompetensi terpadu. Secara keseluruhan sistem manajemen SDM/ustadz terpadu terdiri dari 8 bagian yaitu: kriteria ustadz berkualitas, perkiraan kebutuhan, rekrutmen, seleksi dan penempatan, pengembangan, penegakan disiplin, evaluasi dan pemberhentian. (4) model manajemen pengembangan ustadz berkualitas yang ditawarkan berorientasi pada visi, misi dan tujuan yang telah ditetapkan sebelumnya, menerapkan fungsi manajemen perencanaan dan pengorganisasian, pelaksanaan dan pengawasan serta mempertimbangkan program jangka pendek, menengah dan panjang untuk terwujudnya ustadz berkualitas.

Tim penguji  yang terdiri atas Prof.Dr. Harsono, M.S, Prof.Dr.Samsudi, M.Pd, Prof.Dr. Sugiyo, M.Si, Dr. Ant. Tri Widodo, Prof.Dr.Totok Sumaryanto, M.Pd dan Prof.Dr Sarosa Purwadi, menetapkan hasil akhir ujian promosi doktor pendidikan  Nur Uhbiyati dinyatakan  Lulus sebagai Doktor ke 63 prodi Manajemen KependidikanPesantren is a unique islamic educational institution, established by the needs and demands in the relevant era. Through a dissertation entitled “The Model of Human Resources Development Management Based on Competence of Salafi Pesantren to realize Qualified Ustadz” , Nur Uhbiyati, described and analyzed the human resource development model of SALAFI API Tegalrejo Magelang ot realize qualified ustadz including (1) The profile and characters of Pondok Pesantren Salaf API Tegalrejo Magelang. (2) The criteria of qualified ustadz at Pondok Pesantren SALAF API Tegalrejo Magelang. (3) The Management of human management resources based on competence at Pondok Pesantren SALAF API Tegalrejo Magelang. (4) Alternative Model of human resource development management at Pondok Pesantren SALAF API Tegalrejo Magelang.

Examiners are Prof.Dr. Harsono, M.S, Prof.Dr.Samsudi, M.Pd, Prof.Dr. Sugiyo, M.Si, Dr. Ant. Tri Widodo, Prof.Dr.Totok Sumaryanto, M.Pd and Prof.Dr Sarosa Purwadi. It was declared that Nur Uhbiyati has passed the examination and inaugurated the 63th Doctor in Educational Management.
