Universitas Negeri Semarang (UNNES) has officially enacted Rector’s Regulation No. 116 of 2024 on Educational Services for Students with Disabilities, affirming its commitment to inclusive and equitable education in line with Sustainable Development Goal 4 (Quality Education)
Guaranteeing Equal Rights and Opportunities
The regulation ensures that students with disabilities at UNNES enjoy equal rights and opportunities in learning without discrimination. It emphasizes respect for human dignity, equality, accessibility, and inclusivity. This aligns with UNNES’s vision as a Conservation University that champions diversity and social justice
The policy outlines comprehensive measures to support students with disabilities, including:
- Accessible learning services: ensuring fair access to education across all study programs and levels.
- Reasonable accommodations: providing proper adjustments to learning methods, facilities, and assessments.
- Support systems: establishing a Disability Service Unit to coordinate educational assistance and promote inclusive practices.
- Legal protection: prohibiting any form of discrimination, exploitation, neglect, or exclusion against students with disabilities
Under the new regulation, students with disabilities have the right to:
- Receive quality education services in all fields of study.
- Gain full participation in academic and student activities.
- Access appropriate facilities and accommodations tailored to their needs.
- Obtain guidance, translation, and assistance to ensure smooth academic participation
To guarantee effective implementation, the regulation also introduces sanctions for lecturers, staff, or units that fail to provide appropriate services. Complaints can be reported through the Disability Service Unit, which will coordinate with the Rector to address violations.
Rector Prof. Dr. S. Martono stressed that this regulation reflects UNNES’s strong commitment to SDG 4: ensuring inclusive and equitable quality education for all. “Inclusive education is not just a policy; it is a moral responsibility to guarantee that every student, regardless of their condition, can pursue academic excellence and contribute meaningfully to society,” he stated.
