Universitas Negeri Semarang > Sustainable Development Goals Universitas Negeri Semarang > News > Building an Inclusive University: UNNES Disability Service Unit and Policy Commitment

Universitas Negeri Semarang (UNNES) demonstrates a strong commitment to equality, diversity, and inclusion through the establishment of its Disability Service Unit (Unit Layanan Disabilitas/ULD). This unit serves as a dedicated institutional platform to ensure that students with disabilities receive equal access to education, campus facilities, and academic opportunities.

The ULD operates under the university’s integrated service framework and plays a strategic role in implementing inclusive education policies. It provides comprehensive support to students with disabilities, ensuring that barriers to participation in academic and campus life are minimized.

Comprehensive Support Services

The Disability Service Unit offers a range of services designed to meet the diverse needs of students with disabilities. These include academic assistance, mentoring, and reasonable accommodations in learning processes. Students are supported through tailored services such as note-taking assistance, adaptive learning strategies, and academic consultation.

In addition, the unit provides psychological support and counseling services to ensure students’ well-being and successful adaptation to the academic environment. A peer support system involving trained student volunteers further enhances inclusion by assisting daily academic and social activities.

Accessible Infrastructure and Inclusive Environment

UNNES complements its support services with inclusive infrastructure, including ramps, accessible pathways, elevators, and other facilities designed to ensure mobility and independence for individuals with disabilities. These efforts are part of a broader institutional commitment to creating a barrier-free campus.

The ULD also plays a key role in raising awareness among academic and professional staff through training and socialization programs, fostering an inclusive campus culture.

Legal and Institutional Commitment: Rector’s Regulation No. 116 of 2024

UNNES’s inclusive infrastructure and services are formally governed by Rector’s Regulation Number 116 of 2024 on Educational Services for Students with Disabilities. This regulation guarantees equal rights, reasonable accommodations, and comprehensive institutional support systems for students with disabilities throughout their academic journey.

The policy explicitly mandates the establishment and operation of the Disability Service Unit, which coordinates academic adjustments, accessible learning materials, and individualized support mechanisms. It also emphasizes cross-unit collaboration among faculties, administrative offices, and counseling services to ensure equitable access to education for all students.

Institutional Role and Policy Integration

Beyond service provision, the Disability Service Unit coordinates disability-related programs across faculties and administrative units. It conducts needs assessments, monitors accessibility implementation, and supports policy development related to inclusive education.

The unit operates in alignment with national regulations on disability inclusion and collaborates with external stakeholders to enhance service quality and expand support networks.

Advancing Inclusion and Sustainable Development

Through the Disability Service Unit and its supporting policies, UNNES ensures that inclusion is embedded not only in institutional frameworks but also in daily academic practices. This comprehensive approach reflects the university’s commitment to building an inclusive, accessible, and equitable campus environment for all members of its community.
