Semarang, Indonesia – The Indonesian Center for Legislative Drafting (ICLD), in collaboration with the Institute for Research and Community Service of Universitas Negeri Semarang (LPPM UNNES) and LSP Hukum Indonesia, held a Legislative Drafter Training and Certification Program under the theme \u201cDrafting Quality Legislation at the National and Regional Levels.\u201d<\/em><\/p>\n\n\n\n

The five-day program took place online from July 28 to August 1, 2026, via Zoom Cloud Meetings. The program was organized as part of a joint effort to strengthen human resource capacity and professional competencies in legislative drafting amid increasingly complex regulatory demands.<\/p>\n\n\n\n

The training featured five experts with extensive experience in law and legislative drafting: Dr. Fitriani Ahlan Sjafri, S.H., M.H.; Prof. Dr. Rofi Wahanisa, S.H., M.H.; Prof. Dr. R. Benny Riyanto, S.H., M.Hum., CN.; Prof. Dr. Rodiyah Tangwun, S.Pd., S.H., M.Si., CMe; and Sony Maulana Sikumbang, S.H., M.H. The speakers delivered a range of materials covering key aspects of legislative drafting, including the legislative process, the formulation of legal norms, the development of regulatory substance, and the principles required to produce clear, coherent, and high-quality legislation.<\/p>\n\n\n\n

Participants came from a variety of professional backgrounds involved in the development and implementation of legislation. They included representatives from PDAM Central Java, the Legal Bureau of the Central Java Provincial Government, the Regional Secretariat of Central Java Province, members of the Regional House of Representatives (DPRD), and academics. The diversity of participants provided an opportunity for meaningful exchanges of knowledge, experiences, and perspectives among government institutions, legislators, legal practitioners, and academics.<\/p>\n\n\n\n

Beyond theoretical knowledge, the program emphasized developing practical skills required for legislative drafting at both the national and regional levels. Through the certification process, participants also had the opportunity to strengthen their professional competencies in line with the demands of regulatory development.<\/p>\n\n\n\n

The collaboration among ICLD, LPPM UNNES, and LSP Hukum Indonesia reflects a shared commitment to strengthening professional capacity in legislative drafting. It also highlights the importance of collaboration among higher education institutions, professional certification bodies, government institutions, and other stakeholders in improving the quality of legal professionals.<\/p>\n\n\n\n

The program is expected to contribute to the development of higher-quality legislation in Indonesia. Competent legislative drafters play an important role in ensuring that regulations have a sound legal basis, provide legal certainty, respond to societal needs, and support effective governance.<\/p>\n\n\n\n
