Sebagai bentuk komitmen kepedulian penumbuhan budaya literasi dalam pengembangan kajian ilmiah di Indonesia, Universitas Negeri Semarang (Unnes) dan Florida State University (FSU) difasilitasi oleh USAID Prioritas menjalin kerja sama dalam pengejawantahan Permendikbud 23 tahun 2015. Kedua universitas bersinergi menyusun bahan ajar atau buku sumber pengembangan literasi di Aula Fakultas Ilmu Pendidikan (FIP) Unnes Kampus Sekaran. Kegiatan dengan judul Finalization of Early Grades Syllabi @ Materials Development Workshop berlangsung selama dua minggu, sejak tanggal 15 sampai 26 Februari 2016.

Dr Edi Purwanto MSi selaku Wakil Dekan Bidang Akademik FIP mengatakan, Unnes mendukung pengembangan literasi secara Nasional. Selayaknya konsep literasi diberikan kepada siswa dan mahasiswa. Pengetahuan tentang literasi akan mendukung gerakan membaca yang dicanankan Kemendikbud.
“Konsep pembelajaran berbasis literasi perlu dikembangkan karena masih banyak proses pembelajaran menggunakan model dan sumber yang lama, sedangkan konsep perkuliahan berbasis literasi dan bersumber hasil penelitian mutahir masih rendah. Diharapkan kerja sama ini mampu mengembangkan konsep literasi lebih luas secara nasional,” tutur Edi Purwanto.

Feiny Sentosa selaku Wakil Direktur USAID Prioritas menyampaikan ucapan terima kasih atas dukungan Unnes dalam pengembangan budaya litersi yang sudah menjadi bagian dari Permendikbud. Kemampuan membaca dan literasi selayaknya dikuatkan kepada siswa dan mahasiswa lebih awal.

“Apresiasi yang tinggi saya sampaikan kepada Unnes yang telah mendukung Kemendikbud dalam mendorong gerakan literasi. Kemampuan membaca dan pemahanan siswa masih belum maksimal. Siswa lancar membaca, tetapi ketika ditanya dengan pertanyaan tersirat, banyak yang masih belum bisa menjawab dengan benar. Hal tersebut perlu diantisipasi sejak dini,” kata Feiny

Suseno MA selaku panitia kegiatan mengatakan, hadir advisor pelatihan dan pembelajaran USAID Prioritas Lynne Hill, Dr Marion Fesmire dan Dr Norma Evans dari Florida State Univesity. Mereka bersama-sama dosen dari Unnes dan UIN Walisongo akan mengembangkan 8 unit pokok kemampuan literasi. Unit pokok literasi yang dikembangkan meliputi pengantar literasi, bahasa lisan dan menyimak, kesadaran fonologis, konsep tulisan/cetak dan kesadaran alfabet, membaca kata, kelancaran, kosa kata, dan membaca mandiri.
