Riski Ashari mahasiswa Ilmu Politik UNNES angkatan 2014 meneliti pemikiran tokoh Keluarga Berencana Nasional Prof Haryono Suyono PhD. Prof Haryono merupakan praktisi (Kepala BKKBN, 1983-1997), (Menteri Kependudukan, 1993), Menko Kesra dan Taksin (1998-1999) sekaligus akademisi yang sukses memimpin kebijakan di sektor Pembangunan Keluarga masa Orde Baru.

Dalam skripsi ini telah di sidangkan pada Senin (27/8) itu, Riski mengusung judul “Studi Pemikiran Tokoh Haryono Suyono: Strategi Pengelolaan Keluarga Berencana di Indonesia”, Riski merangkum profil Haryono Suyono dengan hermeneutik historis wilhem dilthey yang selanjutnya diungkap bahwa, pemikiran Haryono Suyono terbagi atas dua masa, yaitu periode 1980an-1990an awal dimana Keluarga Berencana memiliki pendekatan yang melibatkan masyarakat dan mengubah pardigma untuk bersama-sama masyarakat membangun KB secara partisipatif.

Kedua adalah periode 1990an-sekarang, pemikiran Haryono tentang Keluarga Berencana menekankan pada keluarga sejahtera yang implikasinya mampu mengurangi beban pemerintah untuk memberikan bantuan secara langsung dan membuat keluarga berdaya atas dirinya.

Pengubahan atau perluasan paradigma Keluarga Berencana dari aspek kuantitas menuju kualitas keluarga mulai diupayakan Prof Haryono. Secara formal paradigma ini termuat dalam UU No. 10 Tahun 1992 Tentang Perkembangan Kependudukan dan Pembangunan Keluarga Sejahtera.

Salah satu yang disoroti dalam penelitian tersebut adalah tagline yang melekat pada BKKBN, yaitu “Dua Anak Cukup”, tagline tidak termuat dalam produk hukum atau secara formal tertulis pada aturan perundang-undangan atau lainnya.

Haryono Suyono menilai, hal tersebut sebagai semangat bagi pemerintah untuk menurunkan jumlah kelahiran, namun disisi lain, interpretasi yang berkembang di masyarkat secara tidak langsung maupun langsung telah menjadikan suatu nilai dan norma baru berkenaan dengan perencanaan keluarga, bahwa dua anak adalah jumlah ideal bagi keluarga.

“Penelitian ini bertujuan untuk mengetahui pemikiran Haryono Suyono, dan juga secara umum tokoh Indonesia penting diteliti untuk menghargai perjuangan mereka karena kecenderungannya studi seperti ini ditujukan untuk tokoh islam atau barat. Program KB Indonesia merupakan yang terbaik dalam transisi demografi negara berkembang masa Orde Baru, untuk itu perlu mengulas sumbangsih dari salah satu tokoh utama dan sekaligus meneliti pandangan-pandangan beliau tentang agenda kebijakan masa depan KB,” ungkap mahasiswa yang berulang kali menjuarai lomba keilmiahan itu.
