USAID Prioritas merupakan program 5 tahun yang dikembangkan oleh Pemerintah Amerika Serikat dengan Pemerintah Indonesia berdasarkan program Decentralized Basic Education (DBE) untuk meningkatkan akses pendidikan dasar berkualitas serta mengutamakan pembaharuan, inovasi dan kesempatan bagi guru, tenaga kependidikan dan siswa.

Dalam pelaksanaanya terdapat tiga komponen Prioritas yang akan dilakukan yaitu, meningkatkan kualitas pembelajaran di sekolah melalui pelatihan guru pra dan dalam jabatan, meningkatkan tata kelola dan manajemen pendidikan, serta meningkatkan koordinasi antar institusi pendidikan di
tingkat nasional, provinsi, kabupaten dan sekolah.

Hal tersebut diungkapkan, Prof Fathur Rokhman Mhum, di Hotel Lor Inn Solo ketika membuka Pertemuan Konsortia LPTK mitra USAID (United States Agency for International Development) Prioritas (Prioritizing, Reform,Innovation, and Oportunities for Reaching Indonesia’s Teachers, Administrators, and Students) Propinsi Jawa Tengah, Senin (16/9).

Menurut orang nomor satu di Universitas Negeri Semarang (Unnes) itu, jika selama ini pada program Decentralized Basic Education (DBE) hanya terdapat in-service training, tidak demikian halnya pada USAID Prioritas, “USAID Prioritas yang selama ini menjalin kerjasama dengan Lembaga Pendidikan Tenaga Kependidikan (LPTK), juga akan melakukan pre-service training” kata Rektor Unnes.

Pre-service training tersebut dimaksudkan untuk melatih dosen dalam menyiapkan mahasiswa sebelum mereka menjadi guru, “komitmen untuk memajukan dunia pendidikan di Jawa Tengah dengan memberikan panduan manajemen layanan kualitas pendidikan dan peningkatkan sumber daya manusia yang berkompeten menjadi tantangan bagi kita semua,” tegas profesor Sosiolinguistik itu.

Dalam laporannya, Senior Manager USAID Prioritas Jawa Tengah, Ajar Budi Kuncoro MA mengatakan program kerja sama yang dijalin antara pemerintah Amerika Serikat melalui organisasi pendidikan USAID Prioritas, Dinas Pendidikan serta LPTK merupakan upaya untuk membantu merumuskan strategi yang dapat diterapkan pengembangan bidang pendidikan khususnya pada tingkat pendidikan dasar dan pertama, “kerjasama ini merupakan kunci untuk pengembangan kualitas pendidikan yan dibangun oleh USAID Prioritas,” Ujarnya.

Acara yang diselenggarakan hingga selasa (17/9) ini, menghadirkan pembicara dari Universitas Kristen Satya Wacana (UKSW) Salatiga Marthanandari MA, Kepala Dinas Pendidikian Banjarnegara Drs Muhdi, dan Lembaga Penjaminan Mutu Pendidikan (LPMP) Jawa Tengah Tuwuh Rustantoro MPdL.

Selain itu, Universitas Negeri Yogyakarta (UNY) Dr Pratiwi Pujiastuti, Unnes Dr Purnomo, dan dari Prioritas RA Sarjito,”acara ini akan ditutup oleh Wakil Rektor III Institut Agama Islam Negeri (IAIN) Walisongo Semarang Dr H Darori Amin,” kata Ajar Budi Kuncoro yang juga sebagai Teacher Training Institute Development Specialist USAID Prioritas Jawa Tengah
