Rendahnya publikasi ilmiah peneliti dari perguruan tinggi di Indonesia pada jurnal ilmiah bereputasi international merupakan faktor penting penghalang masuk ke jajaran world class university.
Hal itu disampaikan Dr Sutikno ST MT saat sebagai pembicara dalam Seminar dan Lokakarya Penguatan Jurnal dan Pembentukan Forum Komunikasi Pengelola Jurnal Ilmu Sosial, Budaya dan Humaniora Se-Jawa Tengah dan Daerah Istimewa Yogyakarta di Gedung C7 Unnes Sekaran Gunungpati, Sabtu (30/4).

Menurutnya, data THES tahun 2008 menunjukkan, hanya tiga perguruan tinggi (UI, ITB, dan UGM) yang masuk dalam peringkat 500 tertinggi di dunia. “Mundurnya peringkat ke-3 perguruan tinggi tersebut harus dikhawatirkan,” kata Sutikno yang juga Koordinator Pengembangan Jurnal Unnes itu.

Pada kesempatan itu, Ketua Panitia Semiloka Prof Dr Tri Marhaeni Pujiastuti MHum. mengatakan, pengembangan karya tulis ilmiah merupakan bagian tak terpisahkan dari kompetensi dosen sebagaimana tertuang dalam konsep tridarma perguruan tinggi, yakni tugas seorang dosen meliputi tiga komponen, yaitu pendidikan dan pengajaran, penelitian dan karya ilmiah, serta pengabdian kepada masyarakat.

Dari ketiga komponen tersebut, lanjut Prof Marhaeni, selama ini penelitian dan karya ilmiah merupakan komponen yang masih perlu mendapatkan perhatian khusus. “Sebab, tidak sedikit dosen yang terkendala dalam melakukan penelitian maupun penulisan karya ilmiah.”
Menurutnya, selama ini banyak dosen yang hanya menghabiskan waktu bekerjanya untuk mengajar saja. “Sementara tugas melakukan penelitian, menulis karya ilmiah maupun pengabdian masyarakat seringkali terabaikan,” katanya.

Minat serta kemampuan dosen yang rendah dalam melakukan penelitian dan karya tulis ilmiah, lanjut dia, disebabkan oleh banyak faktor. Salah satunya keterbatasan jurnal ilmiah yang siap mempublikasikan hasil–hasil penelitian dan karya tulis dosen. “Oleh sebab itu, keberadaan jurnal–jurnal ilmiah perlu selalu direvitalisasi sehingga mampu menjadi wadah bagi para dosen memacu produktivitas penelitian dan penulisan serta sekaligus memublikasikan berbagai karya ilmiah dan penelitian yang telah dilakukan.”

Prof Marheni juga melaporkan, semiloka bertema “Memacu Produktivitas Artikel Jurnal Ilmiah serta Meningkatkan Kerjasama Penerbitan untuk Menuju Jurnal Terakreditasi” itu bertujuan meningkatkan budaya meneliti dan menulis di kalangan dosen ilmu sosial, budaya, dan humaniora, membentuk forum komunikasi pengelola jurnal dalam disiplin ilmu sosial, budaya dan humaniora se-Jateng dan DIY, memfasilitasi pertukaran naskah jurnal antar perguruan tinggi, dan mendukung peningkatan akreditasi jurnal ilmu sosial, budaya, dan humaniora di perguruan se-Jateng dan DIY. “Kegiatan dihadiri 42 orang pengelola jurnal ilmiah disiplin ilmu sosial, budaya dan humaniora dari perguruan tinggi di wilayah Jateng dan DIY,” katanya.
