Kejahatan  lintas negara (transnational crimes) dewasa ini dipandang sebagai salah satu ancaman serius terhadap keamanan global.

Kejahatan itu memiliki karakteristik yang sangat kompleks sehingga sangat penting bagi negara-negara untuk meningkatkan kerjasama internasional.

Ada tiga komponen penguatan Kejaksaan yang dapat dilakukan secara komprehensif holistik dalam sistem hukum Indonesia. Yakni harus ada sinergitas dalam unsur sistem hukum (Lawrence M Freidman) meliputi Substansi, Struktur, dan Kultur Hukum.

Rektor Universitas Negeri Semarang (Unnes) Prof Dr Fathur Rokhman MHum menyampaikan itu pada Focus Group Discussion (FGD) yang diselenggarakan oleh Kejaksaan Tinggi Jawa Tengah, Rabu (9/7) di Jalan Pahlawan Semarang.

FGD dengan tema “Penguatan Kejaksaan Secara Kelembagaan dalam Menghadapi Transnational Crime dalam Menyongsong Tantangan Masa Depan” diikuti puluhan orang dari berbagai pejabat Kejaksaan Tinggi sejawa Tengah.

Hadir nara sumber lainnya Prof Dr Yos Johan Utama (Rektor Undip), Prof Dr Liliana Tedjosaputro (Notaris), Prof Nyoman Serikat Putra Jaya SH MH (Undip), dan Dr Asep N Mulyana SH MHum (Unissula) sebagai moderator.

Sinergitas ini kata Prof Fathur, akan berjalan efektif jika dilaksanakan dalam  konteks bekerjanya Hukum (Chambliss and R Seidman)  dengan  tepat dalam dominan pembentuk hukum, pelaksana hukum, dan pengawas pelaksanaan hukum secara balance and proporsional.

Kondisi ini diharapkan mampu berkontribusi pada penegakkan hukum dan pembaharuan hukum yang mampu menghadapi transnational crime dalam mewujudkan negara yang melindungi, dan mensejahterakan.
