Sistem ketatanegaraan Indonesia pasca reformasi telah mengalami berbagai perubahan yang signifikan. Beberapa sasaran perubahan telah berhasil dicapai. Namun tidak dipungkiri juga bahwa bangsa Indonesia masih menghadapi berbagai persoalan.

Terkait dengan hal itu, Majelis Permusyawaratan Rakyat Republik Indonesia (MPR RI) menggandeng Fakultas Ilmu Sosial (FIS) Universitas Negeri Semarang (Unnes) adakan Workshop Pancasila Konstitusi dan Ketatanegaraan yang diikuti 50 Guru PPKn SLTA dan Dosen di Olimpic Hotel Semarang, Jumat (13/11).

Ketua Badan Pengkajian MPR RI Bambang Sadono saat membuka acara mengatakan, berbagai persoalan ketatanegaraan merupakan tanggung jawab seluruh komponen bangsa termasuk MPR RI. “Melalui beberapa seminar dengan bekerjasama menggandeng beberapa universitas termasuk Unnes dan juga kita juga menguji dengan para pakar dan tokoh.”

Pengamat politik Dr Teguh Yuwono, yang hadir sebagai narasumber mengatakan saat ini DPD belum bisa berperan banyak karena keterbatasan kewenangan dari konstitusional dan juga less supports dari DPR, akibatnya fungsi DPD tidak berjalan efektif, khususnya fungsi pengawasan.

“DPD merupakan produk reformasi yang penting selain MK, pembentukannya untuk menjamin bahwa masyarakat daerah didengar dalam kebijakan nasional, untuk memperkuat kedudukan DPD tersebut perlu adanya kewenangan yang diberikan kepada DPD,” paparnya.

Pembantu Rektor bidang Akademik Prof Rustono MHum mengatakan “bekerjasama dengan MPR RI mengadakan workshop ini untuk membahas lebih lanjut persoalan ketatanegaraan dan permasalahan bangsa yang disebabkan karena masih lemahnya pemahaman, penghayatan, dan pengamalan nilai-nilai Pancasila.”
