Jaminan kesehatan terhadap civitas akademika di kampus perlu diupayakan untuk menjamin kelancaran menjalankan proses pendidikan di bangku perguruan tinggi. Selain itu, jaminan kesehatan juga dibutuhkan ketika civitas akademika menjalankan tugasnya dalam bidang tri darma, yaitu pendidikan, penelitian dan pengembangan, serta pengabdian kepada masyarakat.

Wakil Rektor Universitas Negeri Semarang (UNNES) bidang Perencanaan dan Kerja Sama Prof YL Sukestiyarno PhD, seusai melakukan penandatanganan nota perjanjian  (MoA) dengan Badan Penyelenggara Jaminan Kesehatan (BPJS) Cabang Kota Semarang, di rektorat kampus Sekaran, Gunungpati, Jumat (17/2), mengatakan, pihaknya mengupayakan sarana dan prasarana terkait penyelenggaraan sekaligus jaminan kesehatan civitas akademika.

Hal itu, misalnya, direalisasikan melalui pendirian pusat layanan kesehatan (Puslakes) yang bisa menjadi rujukan mahasiswa, dosen, dan tenaga kependidikan untuk  berobat. Puslakes yang berlokasi di kampus Sekaran selama ini juga membuka pelayanan untuk umum, yang bisa digunakan oleh masyarakat sekitar kampus.

Penandatanganan perjanjian kedua pihak menjadi awal untuk merealisasikan jaminan kesehatan bagi seluruh civitas akademika Universitas Berwawasan Konservasi ini. Secara teknis, melalui Surat Keputusan Rektor Nomor 24/U/2017 yang dikeluarkan Januari lalu tentang Kepesertaan Jaminan Kesehatan kepada Mahasiswa, seluruh mahasiswa bakal menjadi peserta BPJS Kesehatan. “Untuk teknisnya, selanjutnya kami serahkan kepada masing-masing pimpinan di fakultas untuk menindaklanjuti hal ini,” kata Prof Sukestiyarno.

Hadir dalam kesempatan penandatanganan perjanjian itu, Kepala BPJS Cabang Kota Semarang Bimantoro, Kabiro Biro Akademik, Kemahasiswaan, dan Kerja Sama (BAAKK) Anwar Haryono; Kepala Puslakes UNNES Mahalul Azam; Kepala Biro Umum, Hukum, dan Kepegawaian Sutikno, dan perwakilan fakultas di lingkungan UNNES.

Sukestiyarno menjelaskan jaminan kesehatan tersebut meliputi mahasiswa dalam semua jenjang, mulai diploma, sarjana, hingga pascasarjana. Saat ini, lembaga yang pada akhir 2016 meraih akreditasi institusi A itu memiliki sebanyak 1.114 dosen, 885 karyawan, dan 34.083 mahasiswa. “Sedangkan jaminan kesehatan untuk dosen dan tenaga kependidikan, akan menyesuaikan,” ujarnya.

Bimantoro mengatakan, negara saat ini membebaskan iuran jaminan kesehatan sebanyak kurang lebih 88 juta penduduk melalui program Jaminan Kesehatan Nasional (JKN). Program itu meliputi Asuransi Kesehatan, Jaminan Kesehatan Masyarakat, BPJS Kesehatan, dan Kartu Indonesia Sehat. “Program ini memberikan pemerataan akses yang sama kepada semua penduduk,” ujarnya.

Ia menjelaskan, bagi mahasiswa baru UNNES 2017, BPJS Cabang Kota Semarang akan terintegrasi dengan registrasi. Sehingga, mahasiswa bisa langsung mendaftar di stan yang sudah disediakan ketika mereka melakukan daftar ulang.

Menurut Mahalul Azam, pihaknya memberikan akses untuk mahasiswa yang sedang menjalankan kuliah kerja nyata (KKN), praktik pengalaman lapangan (PPL), maupun praktik kerja lapangan (PKL) untuk bisa berobat di luar wilayah menggunakan kwitansi pembayaran di klonik tingkat pertama. Setelah itu, kwitansi diserahkan ke Puslakes dengan disertai KTM dan kartu BPJS Kesehatan untuk diganti pembiayaannya.

Selain itu, ke depan, Puslakes juga mengupayakan pelayanan secara nonsetop selama 24 jam maupun pada akhir pekan.
