Anggota Majelis Permusyawaratan Rakyat (MPR) RI menggandeng Universitas Negeri Semarang (UNNES) dalam membahas kewenangannya pada Diskusi Kebangsaan di auditorium kampus Sekaran, Gunungpati, Selasa (24/5). Hadir dalam kesempatan tersebut, anggota Komisi X dari Partai Golkar, Mujib Rohmat; anggota Komisi V dari Partai Nasdem Syarif Abdullah Alkadrie; dan anggota Komisi II dari PDI Perjuangan Arif Wibowo.

Mujib mengatakan, kewenangan MPR saat ini sangat terbatas dan setara dengan lembaga negara yang lain. MPR hanya bertugas melantik dan memberhentikan presiden dan wakil presiden. Meski MPR sebagai lembaga negara yang fungsi, tugas, dan wewenangnya diatur secara tegas dalam Undang-Undang Dasar, namun tugas dan wewenang MPR hanya bersifat sementara atau insidental.

“Sebelum UUD 1945, kedaulatan rakyat itu dipegang dan dilaksanakan sepenuhnya oleh MPR. Namun setelah UUD 1945, terjadi perubahan yang fundamental dalam sistem ketatanegaraan Indonesia, terutama dengan dianutnya sistem demokrasi langsung yang salah satu konsekuensinya kedaulatan rakyat tidak lagi dipegang oleh MPR,” kata Mujib.

Hadir pula sebagai narasumber dari UNNES, Prof Fathur Rokhman MHum, Dekan Fakultas Hukum Dr Rodiyah, dan dosen FIS Suprayogi MPd. Diskusi yang melibatkan ratusan aktivis dan pengurus Badan Eksekutif Mahasiswa (BEM) juga dihadiri Wakil Rektor, Dekan, Wakil Dekan, serta sejumlah pejabat di lingkungan Universitas Konservasi.

Dr Rodiyah menyebut perlunya MPR kembali memiliki kewenangan untuk merumuskan dan menetapkan Garis-Garis Besar Haluan Negara (GBHN). Sebab, GBHN memuat ideologi Pancasila yang telah menjadi jiwa bangsa Indonesia. “Tanpa GBHN, perekonomian Indonesia semakin mengarah kepada kapitalisme,” katanya.
