Kita harus sadar betul bahwa Universitas Negeri Semarang (Unnes) ini adalah lembaga kepanjangtanganan dari Kementerian Pendidikan dan Kebudayaan. Jadi tidak tunggal atau berdiri sendiri, harus menyamakan persepsi serta langkah untuk  mewujudkan tujuan bersama.

Demikian dikatakan Rektor Unnes Prof Sudijono Sastroatmodjo saat memberi pengarahan pada Rapat Kerja Universitas Negeri Semarang (RKU) tahun 2012, di gedung rektorat kampus Sekaran yang diikuti puluhan para pimpinan di lembaga itu, Selasa (21/2).

“Mengapa? supaya  kita tidak melangkah tanpa ada suatu pedoman, tidak boleh melangkah tanpa suatu koordinasi, tidak boleh melangkah keluar dari norma-norma, dan kebijakan-kebijakan yang ada di Kementerian Pendidikan dan Kebudayaan. Jadi ini harus dipahami oleh kita semua sehingga dalam bahasa sederhananya Unnes ora entuk sakarepe dhewe (Unnes tidak boleh semaunya sendiri),kata Prof Sudijono Sastroatmodjo.

Rektor juga mengemukakan, hal ini menjadi suatu hal yang penting, sama halnya kalau ditarik ke yang lebih kecil ada universitas ada fakultas dan ada jurusan. “Maka kalau dianalogikan, jurusan ora entuk sakarepe dhewe artinya jurusan itu ada di bawah naungan fakultas. Kalau ditarik ke atas lagi, fakultas juga ora entuk sakarepe dhewe,” katanya.

“Semangat itu menjadi tampak kembali ketika di dalam Peraturan Pemerintah Republik Indonesia Nomor 66 Tahun 2010 Tentang Pengelolaan dan Penyelenggaraan Pendidikan dimana untuk pengangkatan Rektor adalah ada suara-suara departemen,” katanya

Dia juga mengatakan, untuk pengangkatan dekan ada suara-suara universitas, untuk ketua jurusan ada suara-suara dekanat. Ini adalah suatu herarki yang dibangun untuk menggambarkan betapa rangkaian atau mata rantai saling kait mengkait dan ini menjadi satu kekuatan dari arah yang diinginkan oleh Kementerian Pendidikan dan Kebudayaan, Universitas, dan Fakultas.

Rektor memaparkan, jumlah perguruan tinggi negeri/swasta (PTN/PTS) lebih dari 3.000. “Untuk jumlah PTN ada 80 lebih, kita secara umum tunduk kepada kementerian tetapi pengelolaan dari masing-masisng PT itu diserahkan kepada PT masing-masing. Apa aturannya beda? Aturannya tidak beda tetapi karena kemampuan dari masing-masing PT itu menghasilkan hasil yang berbeda,” ujarnya.

Oleh sebab itu, Unnes sebagai kepanjangtanganan dari Kementerian Pendidikan dan Kebudayaan harus taat terhadap perundang undangan, kebijakan-kebijakan dari Kementerian Pendidikan dan Kebudayaan secara khususnya dan kepada Kementerian-kementerian terkait pada umumnya. “Sebab kalau kita tidak berada dalam satu arah ini bisa menyulitkan bagi perkembangan universitas kita ini,” tandasnya.

    Betul, Unnes memang tidak boleh ‘sekarepe dhewe’, aturan tetap seragam.. tapi Unnes tetap berbeda, kita punya ciri khas kita sendiri.. 🙂
