Pilihan sekolah untuk mengangkat Guru Tidak Tetap (GTT) dikhawatirkan membawa risiko. Baik sekolah maupun pemerintah dikhawatirkan kesulitan melakukan pembinaan terhadap mereka. Pasalnya, pascapenerbitan SE Mendagri RI No 814.1/169/SJ tentang larangan pengangkatan tenaga honorer, status GTT menjadi tidak jelas.

Demikian salah satu petikan Focus Group Discusion (FGD) yang diadakan oleh Lembaga Pengembangan Pendidikan dan Profesi (LP3) Universitas Negeri Semarang, Kamis (21/11). Hadir pada acara tersebut perwakilan Dinas Pendidikan Kabupaten/Kota se-Jawa Tengah, Persatuan Guru Republik Indonesia (PGRI), dan guru.

“Kebanyakan GTT diangkat berbasis dokumen, bukan berdasarkan komptensi. Ini kan bisa berakibat kurang baik bagi pembelajaran,” kata Ahmad Isom, kepala SMK 11 Semarang.

Meski demikian, tidak berarti guru yang telah berstatus Pegawai Negeri Sipili (PNS) memiliki kualifikasi memadai. Oleh karena itu,pembinaan terhadap guru PNS juga harus terus dilakukan.
Kepala Bidang Pendidikan Dinas Provinsi Jawa Tengah Sungkana berpendapat, mengurai persoalan guru seperti mengurai benang ruwet. Satu persoalan berkaitan dengan persoalan lain. Oleh karena itu, pihaknya mengaku kesulitan menerapkan standarisasi.

“Sudah tidak ada lagi standar mutasi guru yang disesuaikan dengan kecocokan kompetensi ilmu dan kebutuhan formasi. Itulah sebabnya banyak ditemukan jumlah guru suatu mata pelajaran, menumpuk di satu sekolah,” katanya.

Sertifikasi Instan

Guru tersertifikasi juga masih menyisakan persoalan. Anggota Badan Standar Nasional Pendidikan (BSNP) Mungin Edi Wibowo mengungkapkan, idealnya guru yang tersertifikasi bekerja sesuai keahliannya.

“Sudah bersertifikat berarti profesional, profesional berarti bisa memberikan pelayanan keahlian. Jangan sampai terjadi malpraktik ilmu. Seharusnya LPTK lebih banyak memberi jam yang lebih banyak untuk praktik mengajar. Jangan hanya 2-3 bulan, kalau perlu 1 tahun,” tegasnya

Berkaitan dengan itu, Ketua Lembaga Penegmbangan Pendidian dan Profesi (LP3) Unnes Drs Bambang Budi Raharjo evaluasi terhadap guru bersertifikasi terus dilakukan. Hingga 2012, Unnes memberi sertifikasi melalui program PLPG kepada 70.186 guru. Agar kualitas tetap terjaga, tidak aka nada lagi sertifikasi instan berformat protofolio.

“Sudah tidak ada lagi sertifikasi instan berbasis portofolio atau PLPG. PPG yang kami rancang kami yakin mampu membentuk karakter guru professional yang tidak setengah-setengah,” ujarnya.

  1. Sebenarnya 4 tahun bisa menjadikan mahasiswa calon guru sebagai calon guru handal ketika perkuliahannya 50:50 antara teori & praktik. Jadi, teori 2 tahun, PPL + KKN 2 tahun = guru unggul. Tidak perlu PPG. Karena guru tidak bisa disamakan profesinya dengan dokter yang ada sistem koas. Undang-undang yang mengatur pendidikan profesi pun dengan demikian mesti ditinjau ulang. Undang-undang sebagai produk legal formal perlu ditinjau dasar dan acuan filosofis-ideologis pedagogiknya, jadi kebijakan soal guru bukan sekadar niru profesi lain yg karakter & hakikatnya berbeda.

  2. Sebenarnya tiap tahun ribuan lulusan UNNES banyak yg kebinngungan saat hendak mencari lowongan sebagai pengajar di sekolah meskipun hanya berstatus Guru Honorer atau Guru Tidak Tetap. Empat tahun digembleng saat keluar malah keduluan “mereka” yg sudah NGABDI meski hanya berbekal ijasah SMA/SMK/MA nyambi kuliah kependidikan di UT, walhasil lulusan UNNES KALAH SAING dalam hal waktu bukan dalam hal kompetensi.

    Saya lebih suka memprofesionalkan guru setara dengan memprofesionalkan dokter. 4 tahun belajar, plus KKNH dan PPL (sekedar sarjana pendidikan), ditambah 2 tahun PPG (setara co-as), dan baru bisa dilantik jadi Guru.

    APABILA NASIB GTT/PTT TIDAK DIPERHATIKAN ALIAS DISEPELEKAN OLEH PEMERINTAH. SAYA MEMBAYANGKAN BAGAIMANA NASIB PESERTA DIDIK KALAU PARA GTT/PTT MOGOK MENGAJAR..??

    Masalahnya disini bukan pada pihak yang membutuhkan tenaga GTT/PTT saja, tetapi yang paling besar berimbas pada nasib generasi muda yang ternyata tidak tahu tentang SE itu. Segera lakukan sosialisasi sebelum korban bertambah banyak.
