Keberadaan Forum Kemitraan Polisi Masyarakat dan Mahasiswa (FKPMM) masih sangat dibutuhkan oleh kampus dan kampung maka perlu sinergis antara Universitas Negeri Semarang (Unnes) dengan Kepolisian Daerah (Polda), Polres, Polsek, Camat, Lurah, Tokoh Agama, dan Ketua RW RT di kawasan Unnes.

Pernyataan itu dikatakan Anang Budi Utomo MPd Ketua FKPMM kawasan Universitas Negeri Semarang (Unnes) pada workshop “Rencana Tindak Optimalisasi Peran FKPMM melalui Sinergitas Semua Entitas Unnes” Rabu (7/11) di rektorat kampus Sekaran. Kegiatan dibuka oleh Pembantu Rektor Bidang Kemahasiswaan Prof Masrukhi.

Kegiatan diselenggarakan bidang Kemahasiswaan Unnes itu dihadiri ratusan peserta dari unsur dosen, pimpinan Unnes, mahasiswa, Kasat Binmas Polrestabes Semarang, Kapolsek Gunungpati, Babinkamtibmas, FKPMM empat kelurahan, tokoh masyarakat, tokoh agama, staf ketentraman dan ketertiban (Tramtib) kelurahan Sekaran, dan Tramtib Kecamatan Gunungpati.

“Mengapa FKPMM dikawasan Unnes? Karena komunitas di wilayah Sekaran, Patemon, Sumurjurang, dan Kalisegoro (Sepasuka) penduduknya sangat padat,” kata Anang.

Anang juga mengemukakan jumlah mahasiswa Unnes ada 25.605, dosen karyawan 1.800, dan penduduk di wilayah Sepasuka 15.000 an jiwa. Jumlah mahasiwa Unnes terbanyak tinggal di wilayah Kelurahan Sekaran berkisar 18.000 mahasiswa padahal penduduk asli hanya 6.000 an, katanya.

“Keberadaan dan program kerja FKPMM ini perlu disosialisasikan dan FKPMM perlu melakukan kunjungan ke Fakultas, Jurusan, RT. RW, Kelurahan, di wilayah Sekaran, Patemon, dan Kalisegoro,” imbau Ketua FKPMM kawasan Unnes.

Ketua FKPMM menegaskan masalah yang menonjol adalah kasus pencurian kendaraan bermotor (Curanmor). Disusul kasus pencurian biasa seperti pencurian Laptop, HP, BB, pakaian, dan lainnya.

Selain itu ada juga kasus jam kunjung mahasiswa yang terlampau malam terutama tempat kost yang tidak ada induk semangnya. Area kampus yg sangat terbuka dan luas juga mudah untuk ditembus orang yang tidak berkepentingan. Kata Anang.

I Nengah Wirta Darmayana MH Kasat Binmas Polrestabes Semarang mengatakan Restorative Justice atau sering diterjemahkan sebagai keadilan restoratif. Berbeda dengan pendekatan yang dipakai pada sistem peradilan pidana konvensional. Pendekatan ini menitikberatkan adanya partisipasi langsung dari pelaku, korban dan masyarakat dalam proses penyelesaian perkara pidana.

Pendekatan ini masih diperdebatkan secara teoritis, akan tetapi pandangan ini pada kenyataannya berkembang dan banyak mempengaruhi kebijakan hukum dan praktik di berbagai negara.

Dia mencontohkan, kasus kecelakaan lalu lintas yang menyebabkan kematian korban terlihat bahwa pertemuan antara pelaku dan keluarga korban dapat dilakukan sepanjang hal ini dapat difasilitasi oleh mediator.

Begitu juga pada kasus perkosaan, meskipun bukan gambaran utuh dari penerapan pendekatan restorative baik pelaku dan keluarga korban, tetapi keluarga pelaku dan keluarga korban dapat bertemu muka untuk sama-sama mencapai suatu kesepakatan yaitu menikahkan putra putrinya, kata I Nengah Wirta Darmayana MH.

Dengan contoh kasus tersebut, kata I Nengah Wirta Darmayana pernyataan yang dikemukakan oleh korban atau keluarga korban adalah ingin secepatnya menyelesaikan masalah, tidak ingin berurusan dengan petugas penegak hukum (kalau sudah ditangan hukum terlalu lama), menginginkan hasil yang nyata dan memuaskan (pengembalian uang atau barang, pemulihan nama baik, perkawinan yang terselenggara, serta memperoleh biaya pengobatan dan lainnya, katnya.
