Dengan predikat cumlaude, Eva Banowati, dosen Jurusan Geografi Fakultas Ilmu Sosial (FIS) Universitas Negeri Semarang (Unnes) meraih gelar doktor dalam ilmu geografi di Universitas Gadjah Mada (UGM) Yogyakarta.

Dalam ujian doktor yang berlangsung Fakultas Geografi UGM, Sabtu (15/1), perempuan kelahiran Pati, 29 September 1961 ini mempertahankan disertasi berjudul “Pembangunan Sumber Daya Hutan Berbasis Masyarakat di Kawasan Hutan Muria-Kabupaten Pati”. Tim penguji terdiri atas Prof Dr Suratman MSc, Prof Dr H Hadi Subari Yunus MA (promotor), Prof Dr  H Ir  Chafid Fandeli MS (ko-promotor), Prof Dr Sutanto (ko-promotor), Dr M Baiquni MA, Prof Dr Ir Sri Widodo MSc, Dr Su Ritohardoyo MA, dan Prof Dr Sudijono Sastroatmodjo MSi.

Sebagaimana dirilis oleh geo.ugm.ac.id, dalam disertasinya Eva mengungkapkan, kerusakan Kawasan Hutan Muria (KHM) menimbulkan kekhawatiran yang beralasan karena tata geografisnya melahirkan genre de vie bagi manusia. Kelerengan antara 10%-45%, morfologi datar hingga bergelombang, telah mengalami erosi stadia awal, sistem sungai yang berhulu dari Gunung Muria pada waktu musim penghujan airnya keruh karena mengangkut material erosi yang menyebabkan pendangkalan di Muara dan banjir pada daerah hilir.

“Kerusakan hutan di sana selain karena fenomena borgan (lahan hutan dijadikan sebagai lahan pertanian) yang meluas, tegakan hutan digantikan dengan tanaman pertanian berdampak pula pada menurunnya daya dukung lingkungan berupa berkurangnya luasan lahan basah,” kata Eva.

Penyebab Kerusakan

Dalam pandangannya, beberapa faktor penyebab kerusakan sumber daya hutan KHM adalah tingginya penjarahan, kelambanan penindakan pelaku penjarahan, dan gagalnya reboisasi yang telah dilakukan.

Eva juga mengungkapkan, upaya pembangunan sumber daya hutan dengan prosperity approach telah dilakukan pemerintah dengan berbagai program-programnya, seperti tumpangsari, pembangunan masyarakat desa hutan (PMDH), pembangunan masyarakat desa hutan terpadu (PMDHT), dan pengelolaan hutan bersama masyarakat (PHBM). Namun, hasil kajian menunjukkan adanya pemahaman penduduk yang sangat rendah terkait dengan pemanfaatan lahan.

Hal tersebut, menurut Eva, berpengaruh terhadap menurunnya sumber daya hutan akibat alih orientasi pemanfaatan lahan atau pengkonversian lahan yang dilakukan masyarakat. Meskipun demikian, masyarakat pesanggem mempunyai local wisdom yang dapat dikontribusikan pada pelaksanaan PHBM yang tercermin dari tindakan dalam penanaman tegakan, pemeliharaan tegakan, dan pemanenan.

“Pembangunan yang memerhatikan kepentingan masyarakat mencerminkan suatu bentuk usaha untuk memenuhi kebutuhan material dan peningkatan pendapatan,” katanya.

Kesesuaian dengan pendekatan pembangunan berpotensi menghasilkan sumber daya hutan berkelanjutan yang menyinergikan antara fungsi ekonomis dan fungsi ekologis. Kondisi sumber daya hutan yang terdapat di KHM belum optimal, masih terbatas pada produk kayu. Potensi sumber daya sebagai penghasil pangan dan jasa lingkungan belum diperhatikan pada porsi yang cukup.

Sementara itu, lapangan kerja di pedesaan masih bertumpu pada sektor pertanian. Untuk itu, status penguasaan lahan, baik yang berdasarkan hukum formal maupun hukum adat, sangat dibutuhkan oleh petani. Di sisi lain, masyarakat setempat yang secara budaya mempunyai hak, “merasa” kehilangan aksesnya terhadap hutan (hutan negara). “Dipicu oleh kebutuhan hidup yang terus mendesak, masyarakat setempat tetap mencoba mengakses dan menggunakan sumber daya hutan yang ada sehingga mengakibatkan terjadinya konflik kepentingan antara masyarakat dengan pengelola,” katanya.

Untuk memecahkan persoalan tersebut, Eva menggunakan pendekatan ilmu Geografi yang berfokus pada pendekatan keruangan (spatial approach) dan pendekatan ekologi (ecological approach) dalam mengkaji kerusakan sumber daya hutan berupa alih orientasi pemanfaatan lahan hutan.

Simpulan lain dalam penelitian Eva, antara lain program perhutani dalam memberikan kesempatan untuk menjadi pesanggem kepada penduduk desa sekitar hutan masih perlu ditingkatkan. Di samping itu, menata kembali atau reinventarisasi penguasaan lahan borgan oleh masyarakat dengan tujuan dapat diketahui pertanggungjawaban pesanggem pada petak hutan yang dikuasainya.
