Hak adalah strategis sekaligus sensitif. Dikatakan strategis, karena hak adalah masalah universal. Sensitif, karena berbicara hak kalau tidak hati-hati dapat menimbulkan konflik.

Dr Dadang Sundawa MPd menyampaikan hal itu dalam Seminar Nasional “Historisitas, Rasionalitas, dan Aktualitas Warga Negara dalam Konstitusi Negara Republik Indonesia”, di Gedung C7 Fakultas Ilmu Sosial (FIS) Universitas Negeri Semarang (Unnes) kampus Sekaran Gunungpati, Kamis (19/12). Kegiatan ini digelar oleh Jurusan Politik dan Kewarganegaraan FIS Unnes.

Hak yang dimiliki seorang warga negara, menurut dosen Universitas Pendidikan Indonesia (UPI) Bandung, itu merupakan dampak dari adanya kewajiban yang harus dilakukan terhadap negara. Namun dalam kehidupan masyarakat tidak jarang seorang warga negara lebih mengutamakan hak ketimbang kewajibannya. “Hal inilah yang sering menimbulkan benturan di masyarakat, karena masing-masing orang ingin mempertahankan hak dengan ego masing-masing,” katanya penuh semangat.

Acara yang dibuka dengan pemukulan gong oleh Rektor Unnes Prof Fathur Rokhman ini, menurut Wakil Ketua Panitia Rosyid Ilma Samsu Nugroho, bertujuan sebagai cara mencari historisitas konsep warga negara dalam konstitusi, mengkaji politik idiologi yang terkandung dalam konstitusi terkait dengan warga negara. “Termasuk menelaah aktualitas politik terkait dengan pengakuan, penjaminan, perlindungan, serta pemberdayagunaan warga negara,” katanya.

Selain Dadang, Prof Dr Suyahmo (Unnes) juga menjadi pembicara pada kegiatan yang diikuti 343 orang yang terdiri atas dosen dan mahasiswa se-Indonesia.
